At the Community Building Office, about 200 people work to make Sigtuna Municipality an attractive, vibrant, and safe place to live and work. We plan new residential and business areas. We design and build roads and utilities for water and sewage. We take care of parks and forests as well as schoolyards, preschool yards, and playgrounds. We work with traffic issues, parking supervision, waste management, and much more. We handle regulatory enforcement and exercise supervision and control, as well as issuing permits within our areas. We invest in our employees through good resources for professional development and joint activities. Sigtuna Municipality is an expanding municipality with extensive housing construction, many business establishments, and investments in the public space.

The Technical Department within the Community Building Office has about 80 employees and is divided into four operational units: street, park, and traffic operations, as well as sports. The department is responsible for the vehicles and machinery used within the operations and is also responsible for maintaining the municipality's public land and outdoor environment on municipal properties. The work is carried out both with in-house staff and in collaboration with contractors in various areas. The department also performs contracts in-house at our facilities, where parts of the assignments are handled directly by the organization.

The department is also responsible for the municipality's winter road maintenance, where the municipality is divided into different districts and the assignment is shared between in-house staff and contractors. To ensure accessibility within the municipality's road maintenance responsibility, staff are on standby year-round, as this is an important community function. To maintain sufficient staffing, including for winter road maintenance, close cooperation and active work across unit boundaries are required.

The Community Building Office works with portfolio management, where the head of the technical department is responsible for the reinvestment portfolio for public land, which involves close collaboration with other portfolio owners and the portfolio coordinator.

JOB RESPONSIBILITIES

The role has overall responsibility for the technical department's budget, personnel, and operations. You lead the department's management team and local collaboration, and have four unit managers reporting directly to you. The assignment also includes responsibility for the reinvestment portfolio for public land and ensuring that the department's procurements are conducted according to the LOU.

The work involves close and continuous collaboration with the culture and leisure administration, the property department, and other parts of the Community Building Office. You actively participate in the office's management team and are responsible for ensuring that the department's matters are prepared and handled according to current routines. The assignment also means that you are attentive to the directions and priorities that affect the department's operations and ensure that these are captured and integrated into ongoing work.

A central part of the role is to drive the department's development. This means working systematically to improve quality, optimize and further develop working methods and processes, and create conditions for an effective and well-functioning organization. You also lead the department's local union collaboration and work to ensure good dialogue, participation, and constructive cooperation between managers, employees, and union representatives.

QUALIFICATIONS

We are looking for someone who has:

• A relevant university degree for the role, or work experience deemed equivalent by the employer
• Several years of work experience in a managerial role with documented personnel and budget responsibility
• Experience in contract or operational organizations, either on the client side or the contractor side
• Previously worked in or closely collaborated with a politically governed organization
• Driver's license B
• It is an advantage if you have completed some form of leadership training
