The Swedish National Financial Management Authority (ESV) is undergoing a transformation with the merger with the Swedish Agency for Public Management on January 1, 2026. The authority is growing, which means an increased need for support in legal matters and procurement. In connection with the merger, the authority will change its name to the Swedish Agency for Public Management.
We are looking for someone who has worked for a couple of years and wants to develop in their role while being part of an authority in change. The legal unit is led by a chief legal officer/unit manager and consists of lawyers, procurement officers, registrars, and archivists, totaling 8 people. We work closely together and across boundaries. You will report to the unit manager.
Your responsibilities
As a lawyer at ESV, you will work with various legal issues and support the operations with advice and assistance in legal matters including administrative law, public access, confidentiality, procurement, and contracts, as well as issues related to digitization and data protection. Together with colleagues, you will handle cases with a high degree of complexity. You will independently provide advice to the authority's employees and conduct legal investigations.
Your role will focus on public procurement, contracts, and contract follow-up. You will work closely with ESV's procurement officers and independently conduct procurements, draft contracts, and assist in contract management. ESV procures services and goods for its own operations, a large part of which concerns various IT and system procurements and consulting procurements.
Your background and qualifications
We are looking for someone who has:
- A law degree or a bachelor's degree in law.
- Two years of experience in relevant independent legal work within the last five years.
- Two years of experience in public procurement within the last five years.
- Relevant experience from public administration.
- Knowledge of public access and confidentiality as well as public procurement and contract law.
- Good ability to communicate in Swedish, both orally and in writing.
It is advantageous if you have:
- Relevant experience from the public sector.
- Independently conducted open procurements, renewed competitive tenders, or orders from the Kammarkollegiet framework agreements.
- Experience with IT or system procurements and consulting procurements.
- Knowledge and experience in IT law and development in digital administration.
- Experience in handling data protection issues.

We are looking for someone who is analytical and has the ability to investigate and solve legal issues as well as make trade-offs and priorities based on complex contexts and considerations. You work in a structured manner, are solution-oriented, and results-driven with the ability to deliver on time. You see opportunities in changes and can easily adapt to changing conditions.
As a person, you are secure and stable in your role. You have a very good ability to collaborate and easily build relationships, and you can constructively take in and consider others' opinions.
