Job Description

Do you want a key role in the development of Hallstahammar Municipality's future infrastructure and living environments, making a difference for the municipality's operations and residents? Then the newly established position of Project Manager for the Technical Administration might be just what you are looking for!

As Project Manager, you will have overall responsibility for driving, leading, and following up on larger renovation and investment projects within the municipality's technical administration together with 6 project leaders. The role encompasses both strategic and operational responsibilities – from early needs analysis and planning to execution, follow-up, and handover to operations.

You will report to the Property Manager and lead project leaders, construction managers, and consultants within your assignments. You will also actively coordinate with property managers and daily operations to ensure a smooth transition.

We are looking for someone with natural leadership and excellent collaboration skills. You are a structured and results-oriented person who feels confident in your decision-making. A key competence is your ability to seamlessly combine strategic thinking with operational action.

You possess a strong ability to create engagement and build good relationships, both internally within the organization and externally with key partners. You have a genuine interest in community building, sustainable development, and quality in the public space.

We see that you are accustomed to navigating political decisions and have experience in maintaining calm in stressful situations.

Hallstahammar Municipality manages approximately 62 properties totaling 160,000 square meters, creating a dynamic and developing work environment. The municipality is facing many exciting changes and has several large projects underway that will affect the entire municipality. Among other things, extensive energy and renovation projects are ongoing, as well as new constructions of a new school, sports hall, and a nursing home.

Responsibilities

  • Strategically plan, prioritize, and lead investment/operational projects within the municipality's property portfolio such as public premises, cultural houses, sports halls, nursing homes, LSS housing, outdoor environments for preschools and schools, as well as the overall infrastructure (Electricity, IT, Water etc).
  • Ensure that projects are executed in accordance with applicable laws, routines, budgets, and timelines.
  • Establish and follow up project plans, financial calculations, and risk analyses.
  • Collaborate with internal clients, political committees, external contractors, and authorities.
  • Budget and financial responsibility
  • Participate in purchases and procurements related to the technical administration.
  • Act as support and mentor for project managers and other employees.
  • Drive development work for improved working methods within project management, procurement, and sustainability.
  • Ensure that environmental and sustainability aspects are integrated into the projects.

Qualifications

  • Relevant university degree or civil engineering degree, preferably in construction, civil engineering, infrastructure, or equivalent.
  • At least 5 years of documented experience in leading construction or infrastructure projects.
  • Good knowledge of construction law (AB, ABT, LOU).
  • Experience in managing multiple ongoing projects simultaneously.
  • Knowledge in procurement and purchasing.
  • Good Swedish in speech and writing, as well as basic knowledge of English.

Meritorious:

  • Project management certification (e.g., IPMA, PMP, or equivalent).
  • Experience working in a politically governed organization or similar complex operation.
  • Experience in digital project management, BIM, or sustainability certification.
  • Personnel - budget - operational responsibility.
