The Procurement Unit in Sala municipality is ranked highest in the latest measurement of the Procurement Satisfaction Index (NUI) in Västmanland and works to continuously develop and improve its operations. This is done, among other things, through engaged employees and a working method that allows our procurement officers to easily plan their day, conduct good and well-planned procurements while also having time and space for strategic and creative work.

The Procurement Unit works to create opportunities and challenge the market through creative solutions that lead to good deals in every procurement.

The operations of Sala municipality are broad, ranging from schools, care, and social services to more technical operations, kitchens, and offices. This means that the municipality's operations require many different types of goods, services, and contracts.

The Procurement Unit works comprehensively within the municipality and is part of the Municipal Management Office.

In the unit, we work closely together and help and support each other in daily work, whether we are on-site or working remotely. This way, we learn from each other and gain an understanding of the entire unit's work. We also conduct procurements for Hallstahammar municipality.

Job Responsibilities

Your main tasks are to conduct procurements of varying nature from the planning phase to contract signing. As a procurement officer, you are responsible for the entire procurement process where you lead and coordinate experts and specialists in the preparation of documentation, etc. The job also includes participating in review cases. In your role as a procurement officer, you should also think holistically and be a contributing and developing engine in the unit's development and improvement work.

The procurements encompass all the municipality's needs, and we work with all types of procurements, which means you will meet many different clients, experts, and specialists from various parts of the organization. You work broadly with both direct procurements and large and complex procurement projects, where some procurements may also be conducted in collaboration with other contracting authorities. You are a business-oriented support to the organization in contract and procurement-related matters and provide support to the operations in requirement setting. Since we are a smaller municipality, there is organizational proximity, making it easy to build a network and have relatively short decision-making paths.

You have an active role in both strategic procurement work and development work, which includes contract follow-up and mapping of purchasing behavior at the municipal level. In our weekly unit meetings, we discuss interesting legal cases, follow up on our procurements, and review statistics from our spend analysis tool.

Qualifications

You have an academic education in law, economics, or vocational training in procurement, or other education/work experience deemed relevant for the position.

You should have experience in independently driving procurements from start to finish and be driven and self-sufficient. You have preferably previously worked in Tendsign or another procurement tool. You enjoy taking an active role in the implementation of upcoming development work and contributing to the internal knowledge and experience exchange of the procurement unit. Your workplace is in central Sala, but since our operations are located throughout the municipality and in Hallstahammar municipality, it is an advantage if you have a B driver's license. We offer the opportunity for remote work!

To succeed in your role, you need to be structured and meticulous. You should be able to work both independently and in a team and enjoy varied tasks where quick reprioritizations are a natural part of the job. You are attentive and can explain the framework around procurement in a pedagogical way that suits the current operation. You communicate well both orally and in writing in Swedish. You are strong in your profession and can also be creative and see opportunities instead of obstacles in procurement legislation. Great emphasis is placed on personal suitability.

It is highly meritorious if you have experience in implementing processes for contract follow-up within the municipality.
