Preparedness Officer at the County Administrative Board of Örebro

The County Administrative Board of Örebro has been appointed as the civil area responsible county administrative board with the task of leading and coordinating the Central civil area consisting of Dalarna County, Gävleborg County, Uppsala County, Södermanland County, Västmanland County, Örebro County, and Värmland County. The Central civil area consists, in addition to seven county administrative boards, of seven regions, two military regions, three police regions, ten sector-responsible preparedness authorities, several rescue service regions/associations, and the business community in Central Sweden. The assignment involves coordinating and leading civil defense in the Central civil area. The assignment includes responsibility for planning and preparation within the framework of crisis management and civil defense.

Job Description

We are now looking for two preparedness officers who will participate in the capability-enhancing work within the central civil area.

This includes being able to drive and lead work, processes, and working groups in various areas and subjects within civil defense. As a preparedness officer, you will also participate in civil area common working groups as well as in the joint capability-building work within the civil area responsible county administrative board in Örebro County.

You will collaborate internally with colleagues within the authority, but primarily with the county administrative boards within the central civil area. Also with other county administrative boards, authorities, and other actors within total defense.

Qualifications

To be considered for the role of preparedness officer, you must possess:

• Relevant academic degree or other education combined with experience deemed equivalent by the employer.
• Very good knowledge of the Swedish preparedness system.
• Current experience of strategic work aimed at enhancing the capabilities of municipalities, regions, or other government authorities within civil defense and crisis preparedness.
• Experience in preparedness planning and work with civil defense.
• Knowledge and experience of analysis and investigation work.
• Very good ability to understand complex issues and material, and quickly extract the most important information, package it, and communicate the content in a pedagogical manner to different target groups.
• Familiarity with digital work and digital operational programs, and of course, good knowledge of the most common parts of the Office suite.
• Very good ability to express yourself verbally and in writing in Swedish.
• Good ability to express yourself verbally and in writing in English.
• Driver's license for a car.
• Swedish citizenship.

It is meritorious if you have:

• Experience in driving, communicating, and following up processes or projects in collaboration with other actors.
• Experience in handling cases with consideration of public access and confidentiality.
• Experience in collaboration and cooperation with various actors in society.
• Experience in crisis management and staff work.
• Experience in planning and conducting exercise activities.
• Knowledge of the county administrative board's role and mission in the preparedness system.
• Knowledge and experience in conducting situation analysis, analyses, and compiling decision-making materials.
• Knowledge and experience of GIS, WIS, and Rakel.

Security clearance will be conducted according to the Security Protection Act (2018:585). Employment entails the obligation to be placed in a military position.
