System Developer with System Owner Responsibility

The Coast Guard is a civil state preparedness authority responsible for maritime surveillance and environmental rescue services at sea on behalf of the government and parliament. During preparedness for environmental rescue, we work preventively with environmental monitoring while promoting a sustainable marine environment. We also supervise and control fishing, customs, border control, hunting, and nature conservation at sea. Additionally, we work to increase safety through maritime traffic surveillance and maintain constant readiness for sea rescue. Around the clock, all year round, we are present along Sweden's coast, where we protect lives and the environment, now and for the future.

Description

The Coast Guard's IT department is located in Karlskrona, Stockholm, and Gothenburg.

The department is responsible for the development and operation of systems used by all parts of the Coast Guard, both as support for operational and administrative activities. The IT department strives to continuously develop to meet a rapidly changing environment. This occurs in a complex IT environment with high demands for security and availability. The IT department is divided into four units; one for client & support, one for IT infrastructure, one for IT security, and one for application development & IT support. Within the application development & IT support unit, we are looking for a system developer with system owner responsibility to develop and manage an integration platform for new and existing integration solutions used by critical operational systems.

Responsibilities

The current digital development of the Coast Guard, with many new systems and applications, entails a greater need for controlled and standardized communication between different systems. Work is underway to implement a new integration platform that enables efficient data exchange between existing and new systems.

The role involves planning, developing, and implementing new integrations, making changes to existing integrations, and working with various types of management activities. This is done with high quality and in accordance with the security requirements that the Coast Guard places on our IT environment. The work is carried out in close dialogue with other system owners, IT architects, project managers, and IT technicians.

Part of the role also involves being a system developer in another agile management and development team, for the development of one of the Coast Guard's central in-house developed operational systems. The system is used within the operational activities for conducting various types of inspections and environmental operations and serves as support for the Coast Guard's command center.

Qualifications

We are looking for someone with an academic background in computer engineering, system science, software development, or other education and/or experience that the Coast Guard deems equivalent. You have relevant work experience and several years of experience working as a system developer with system integrations. You are accustomed to working agilely both independently and in teams, and have experience developing web applications in a .NET environment with knowledge of C# and SQL. You also need to have good knowledge of Swedish and English, both spoken and written.

Meritorious:

  • Experience working with the development and management of an integration platform.
  • Experience in analysis and planning of development and management activities.
  • Knowledge and experience in unit and automated testing.
  • Knowledge and experience in frontend development.

You need to have a holistic view with a good understanding of IT's role in an organization from both a technical and user perspective.

We place great emphasis on personal qualities and abilities. In the role of system developer and system owner, you need to be able to work independently, be solution-oriented, and be structured. Since the role involves close dialogue with various stakeholders and other system owners, you need to have good communication and collaboration skills.

Conditions

The position is a permanent employment with a six-month probationary period and start date according to agreement. Location: Karlskrona.

For employment, Swedish citizenship, a driver's license for passenger cars, a drug test, and a security clearance according to the Security Protection Act are required. Tests may be used as part of the selection process.

The Coast Guard participates in foreign missions and international efforts. Therefore, the employment includes an obligation to serve abroad when required for the operations.

In the case of permanent employment, there is also an obligation to be placed in a war position.
