About the role

You will step into a strategic and business-close role in a large municipal welfare operation that aims to create a more equitable, clear, and sustainable introduction for new employees. Today, materials, routines, and working methods exist in various places, but the overall picture is missing. Here, you will analyze the current situation and translate insights into a concrete basis for how a cross-administration introduction should be built.

You work with the entire chain from current state mapping and target group analysis to recommendations regarding structure, content, module division, and learning flow. The focus is on shaping a cohesive learning journey where common parts, local routines, role-specific moments, workplace introduction, intranet, and digital learning moments connect in a clear way.

This is a role for you who likes to combine analysis, pedagogy, and digital learning in a complex operation where your recommendations become important for the next step in development.

Responsibilities
  • You map out how the introduction work looks today and analyze existing materials, working methods, and development needs.
  • You capture the target group's needs through interviews, dialogues, or workshops and weigh in differences between roles, operations, and workplaces.
  • You assess what should be common, local, role-specific, or operation-specific in the introduction.
  • You formulate recommendations for a clear learning journey with pedagogical structure, progression, module structure, and learning flow.
  • You produce a cohesive final report with a current state image, needs analysis, target group analysis, and decision-making basis.
  • You develop proposals for an introduction plan with a checklist, material and status overview, production-preparatory basis, and PowerPoint materials.
  • You describe how digital learning moments, intranet, local routines, workplace introduction, and follow-up can interact over time.
  • You present results, priorities, and recommended next steps to the client.
Requirements
  • At least 10 years of experience performing similar assignments in both public and private operations.
  • Documented experience in developing introduction training or introduction structures for new employees in larger organizations.
  • Documented experience in digital learning design and the construction of digital education, including pedagogical structure, progression, module structure, learning flow, interactive moments, and knowledge checks.
  • Documented experience in creating, processing, and adapting content and scripts for target groups, as well as translating this into learning flows, modules, and digital learning moments.
  • Documented experience in producing or coordinating digital education and visual support in authoring tools such as Articulate and Rise 360.
  • Good knowledge of digital accessibility and accessibility adaptation of digital educational material based on current legal requirements, guidelines, and established standards.
  • Experience in creating test versions, handling feedback, and adjusting materials prior to final delivery.
  • Experience in creating documentation that enables future administration, updating, and republishing.
  • Fluent in Swedish, both spoken and written.
Merits
  • Experience in assignments within municipal social services, labor market operations, or other welfare activities.
  • Experience with Totara Learn, Malmö Lär, or equivalent LMS systems.
  • Experience coordinating work with subject matter experts within areas such as HR, law, information security, occupational health and safety, or quality.
  • Experience handling materials from multiple operations and translating them into a common structure.
  • Experience working with learning journeys, module-based learning, or combinations of digital and workplace-based learning moments.
