Payroll Specialist at Strängnäs Municipality

Strängnäs Municipality is home to approximately 39,000 residents and employs around 2,500 skilled and competent staff members. Through our way of working, we aim to make Strängnäs Municipality a role model in municipal operations and an attractive place to work.

The HR department consists of approximately 25 employees divided into two units: the Payroll Unit and the HR Unit. The department is led by the HR Manager. Here, you will find a payroll manager, payroll specialists, HR specialists, a negotiation manager, developers, recruiters, an administrator, and a system administrator. We are a competent and driven group that enjoys working together.

The HR department, together with the municipality's managers, drives, develops, and coordinates all HR-related matters within the municipality.

We are now looking for two new colleagues who want to contribute to our fantastic team!

RESPONSIBILITIES

As a Payroll Specialist with us, you will become part of a service-oriented and engaged payroll unit with the important task of ensuring that the municipality's employees receive the correct salary at the right time. We are in an exciting phase of development. The municipality has recently completed a procurement of a payroll system and will continue to work in Personec P. At the same time, we are facing a comprehensive system change where today's scheduling and staffing system, Time Care, is being replaced by Medvind. The implementation starts in the autumn and is expected to be fully completed by 2027.

As a Payroll Specialist with us, you work in teams. Each team is responsible for different parts of the payroll process. One team might, for example, work with employment contracts and administrative documentation, while another focuses on support and advice via phone, case management systems, and personal meetings. To create broad competence and understanding of the whole picture, payroll specialists regularly rotate between the teams' different areas of responsibility.

In the role, you will among other things:

  • Provide qualified support and service to managers and employees on matters concerning salary, employment, and absence.
  • Handle and follow up on employment documentation and ensure that registrations and salary payments are correct.
  • Work with support via phone, case management systems, and personal meetings.
  • Prepare various types of certificates and respond to authority requests.
  • Interpret and apply collective agreements, legislation, and internal regulations.
  • Conduct controls, quality assurance, and follow-up of salary-related processes.

Work within payroll administration involves periods of high tempo and contains many recurring tasks. To thrive with us, you need to appreciate structure, precision, and quality while feeling responsible for the joint delivery and enjoying collaboration with colleagues.

QUALIFICATIONS

We are looking for you who have:

  • Post-secondary education in payroll or other education or work experience that the employer deems equivalent.
  • Experience in interpreting and applying laws, regulations, and collective agreements within the payroll area.
  • Good system familiarity and ability to work in digital support systems.
  • Good ability to express yourself in Swedish, both verbally and in writing.

It is meritorious if you have:

  • Experience in qualified payroll work and a good understanding of the entire payroll process.
  • Experience working in municipal or other politically governed operations.
  • Experience with Personec and/or Medvind.
  • Experience in training, informing, or coaching managers and employees within the payroll area.
  • Experience in system administrative work such as log control, account reconciliation, and file imports.

You are structured and precise, have the ability to prioritize when the workload increases, and work solution-oriented even when conditions change. At the same time, you see the value of collaboration and actively contribute to a positive work climate where you together take responsibility for the whole.

The position is covered by the Act (2026:44) on register control in employment for leading positions or other positions of significant importance for the municipality's ability to perform its mission. The final candidate will therefore need to present an extract from the criminal record register (no older than 6 months) before employment can be offered.
