The Agency continues to develop to strengthen civil defense. In order to maintain good readiness and a management structure that can operate sustainably in everyday life, peacetime crisis situations, heightened readiness, and war, all managers must have a deputy. The regular manager and the deputy work together to create strong and sustainable management and control of the operations.
Your responsibilities and tasks
As a deputy manager, you are responsible for leading, developing, and monitoring the section's operations in close collaboration with the section head. The work involves broad responsibility for the section's assignments, with a special focus on gradually strengthening and developing capabilities in program management. The role involves being a strategic support to the section head in matters concerning program management and the development of complex IT and communication solutions. You contribute with the ability to understand and evaluate the consequences of architecture, security, and implementation issues, and translate these into basis for prioritization, planning, and decision-making.
You coordinate the section's work in relation to internal and external stakeholders, track progress, and identify and handle risks and dependencies. Furthermore, you contribute to the development of working methods, processes, and quality in deliveries, and support the section head in the management of operations. You contribute to the development of SWEN – the Swedish Emergency Network, Sweden's new communication system for command and cooperation within total defense and civil preparedness, and play a key role in ensuring the quality of the implementation and continued development of the system, which enables robust and long-term sustainable communication through 4G/5G technology.
As a deputy manager, you are part of the section's management capability and ensure decision-making when the manager is absent. You support the manager in the operation's management, but only take over personnel responsibility and the manager's full authority when the manager is not on duty or is prevented from exercising their assignment.
Your knowledge and competencies
We are looking for you who have:
- Relevant higher education or university degree, or equivalent experience assessed by the employer as equivalent.
- Several years of experience in leading or managing technology-intensive operations or programs within IT or Telecommunications.
- Experience of being a manager or in a leading position.
- Good ability to express yourself in speech and writing in Swedish and English.
It is meritorious if you have:
- Experience from socially vital operations.
- Knowledge of security protection and experience from working in a security-classified environment.
- Experience of leading change.
- Experience of working within a government agency.
- Experience of working with complex system environments, IT architecture, information security, or communication solutions.
- Experience of leading senior technical specialists.

You work systematically by planning, prioritizing, and organizing the work efficiently, and have the ability to remain calm and focused even in pressured situations or when conditions change.
About the employment
We offer you a permanent full-time position starting with a probationary period and a time-limited appointment as deputy manager for four years.
Your place of work will be in Stockholm, and travel within the employment will occur.
The majority of our positions involve placement in a security class. Swedish citizenship is usually required. In the event of placement in a security class, a security investigation with register check will be conducted before employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are war-placed.

The Section for Program Management and Development is responsible for the program management of the next generation of communication systems for socially vital actors. The task includes ensuring that development takes place in accordance with overall goals, procurement strategy, architecture principles, technical choices, and standards. On the section, we are 17 employees located in both Karlstad and Stockholm.
