About the Authority

Do you want to make a difference by creating stability, structure, and hope for the future in a vital public service? We are now looking for an experienced interim manager for a temporary assignment within a unit dealing with Animal Welfare and Veterinary Affairs. This assignment suits you if you are a secure and action-oriented leader with solid experience in management, occupational health and safety issues, and change management. Our client is a government agency with an important societal mandate. You will lead a specialist operation where quality, legal certainty, and collaboration are central parts of the assignment. The role involves creating structure, clarity, and good conditions for employees to achieve the operation's goals.

Your Responsibilities

You will lead an operation consisting of approximately 12 employees with specialist competence, including animal welfare case handlers and veterinarians. The assignment focuses on creating structure, peace of mind, and clarity in daily work, as well as ensuring a sustainable work environment. Animal welfare competence is not a requirement – it is your leadership that is decisive. During the initial period, you are expected to build trust, familiarize yourself with the operation's working methods, and identify and handle occupational health and safety risks. You will also collaborate closely with the department head and HR regarding priorities, staffing needs, and developing a requirement profile for a permanent management solution. Your main areas of responsibility:

  • Lead, coach, and develop employees in daily work.
  • Ensure a good work environment and handle occupational health and rehabilitation issues.
  • Create structure, clear priorities, and effective follow-up.
  • Handle employee cases, difficult conversations, and employer-related issues.
  • Collaborate with HR and the department head, and conduct regular reporting.
  • Work with situation analysis and action plans.

Your Profile

We are looking for someone who has:

  • Documented experience of management with responsibility for personnel, occupational health and safety, and operations.
  • Experience in quickly creating structure and stability in complex or strained operations.
  • Substantial experience in occupational health and safety work, risk assessments, and rehabilitation cases.
  • Ability to handle employee issues, performance challenges, and difficult conversations.
  • Good understanding of public operations, regulatory enforcement, and formal decision-making processes.

Availability to start no later than August 24, 2026, or as agreed. The assignment lasts until the turn of the year with the possibility of extension until March 2027. It is meritorious if you have experience in leadership within regulatory enforcement or supervision activities, as well as experience leading qualified specialist groups. We would like you to have worked with change management and the development of working methods, follow-up, and steering in complex operations. Knowledge of animal welfare or veterinary operations is meritorious, but management, leadership skills, and the ability to create structure weigh heavier.

  • Office presence at least four days per week.
