About the Department

The Property Sector is one of five sectors within Technical Administration in Östersund Municipality.

Technical Administration delivers services including properties, water, waste management, and parks. A total of approximately 700 people work here.

The Property Sector is responsible for a property portfolio of approx. 500,000 sqm and has just over 70 employees. The sector consists of a small staff, the units Property Management, Property Technology, and Property Operations.

We are now strengthening our strategic work and are looking for another property developer to work cross-municipally with the development of the municipality's properties, premises, and investments.

Your New Job

As a property developer, you work at the intersection of properties, operations, politics, and societal development. The role combines local planning work with responsibility for investments and larger development projects.

You will work both long-term and operationally with issues that affect the municipality's development for many years to come.

In the role, you will among other things:

• be the project owner for larger investment projects
• drive and coordinate feasibility studies and early stages
• work with cross-municipal premises supply issues
• prepare strategic decision support materials and service letters
• coordinate dialogue with operations and other administrations
• work on the long-term development of the municipality's property portfolio
• participate in issues regarding land use, development, and property development
• work closely with political leadership and civil servants
• ensure that investments are made sustainably and cost-effectively
• be responsible for, coordinate, and maintain good order regarding the sector's framework agreements

The role involves many contact points and requires that you can see the big picture, prioritize strategically, and build trust in various contexts.

Your Competence

We are looking for you who have:

• Experience working in a politically governed organization
• Experience with property issues, property development, and/or premises supply
• Good understanding of investment processes and strategic development work
• Ability to work cross-municipally and create good collaboration
• Very good ability to express yourself in Swedish, both orally and in writing.
• Relevant post-secondary education or experience that the employer deems equivalent.

It is meritorious if you have experience with:

• Municipal property management
• Project management or project ownership
• Societal planning issues, development, or land issues
• Strategic local planning work
• Economic analyses and investment calculations
• Experience with contract law and construction technical knowledge
• LOU (Public Procurement Act) and BAS-P/U

About Technical Administration

Help build important societal functions for both our citizens and the municipality's operations. Our operations are very broad. We work with everything from park maintenance, waste management, recycling, and property maintenance to snow removal, land and construction work, water purification, meal preparation, cleaning, and waste management.
