The Social Services Administration in Haparanda is embarking on an exciting development journey. We are now looking for an engaged, secure, and strategic Deputy Social Director who wants to help develop welfare and create the best possible conditions for our residents, employees, and managers.

As Deputy Social Director, you will have a central role in the administration's management and development. You will work closely with the Social Director, be an important collaboration partner to the managers of the operations, and contribute to translating political goals into practical operational development.

The Social Services Administration comprises more than 400 employees and is responsible for operations within elderly care, individual and family services, disability support, as well as health and medical care. Together, we work to create security, quality, and good living conditions for the municipality's residents.

Your Assignment

The role does not involve direct personnel responsibility with directly subordinate managers or employees. The formal managerial and employer responsibility lies with the Social Director, with the exception of situations where you step in as the Social Director's deputy.

You are part of the Social Services Administration's management group and work closely with the Social Director, operational managers, and support functions such as the medically responsible nurse (MAS) and quality developer.

You also have an important role in contributing to a well-functioning interaction between the administration and politics. This means supporting the Social Director in preparing, implementing, and following up on political decisions, as well as translating the Social Committee's goals and priorities into clear management, steering, and development in the operations.

In the role, you will among other things:

  • support the Social Director in the management, steering, and follow-up of the administration's operations
  • coordinate and drive development and change work
  • support and coach managers in leadership, employer issues, and operational development
  • participate in budget work, economic follow-up, and operational planning
  • contribute to strengthening quality, legal certainty, and efficiency in the operations
  • contribute to preparing, implementing, and following up on political decisions, as well as creating a clear link between the committee's goals and the development of the operations
  • represent the Social Services Administration in internal and external contexts
  • act as the Social Director's deputy when necessary, including stepping into the formal managerial and employer responsibility when the assignment requires it

Your Competence and Experience

We are looking for you who have a relevant academic education for the assignment. You have good knowledge of the social services' mission, legislation, and prerequisites, as well as experience in management, steering, and development work in a politically governed organization.

It is meritorious if you have managerial experience within social services, elderly care, disability support, individual and family services, or other municipal operations. We would like you to have experience working with change management, quality development, economic follow-up, and collaboration with both internal and external actors.

As a person, you are secure, clear, and stable in your leadership. You have the ability to create structure, build trust, and drive issues forward with both a holistic view and sensitivity. You thrive in a role where you need to switch between strategic thinking and operational support, and where collaboration, dialogue, and good communication are crucial for success.
