Unit Manager for Land and Development in Kiruna Municipality

Do you want to take the next step in your career and become a key figure in one of Sweden's most spectacular urban development projects?

Kiruna is in the midst of an unprecedented urban transformation – an entire city is being moved and rebuilt from scratch. This involves complex land issues, strategic decision-making, and the opportunity to work on projects that normally only happen once a century. We are now looking for a Unit Manager for Land and Development who wants to step into a central role and contribute experience, a holistic perspective, and stability as we develop the Kiruna of the future.

Here you will work closely with decision-makers, influence long-term urban development issues, and help lead projects that will leave a mark far into the future. For those who desire major challenges and the opportunity to be involved in the planning and implementation of a societal transformation, Kiruna is the place where your skills truly make a difference.

Why Kiruna?

Kiruna offers something that few other places in Sweden can match:

  • One of the country's most extensive urban development projects
  • Stunning surroundings – from midnight sun and northern lights to mountains, nature, and outdoor life
  • Space, proximity, and balance – distances are short and everyday life is simpler here

About the position

As the Land and Development Manager, you are responsible for a team of approximately 10 people. You work primarily strategically but also operationally. You are part of the leadership group for the Urban Planning Department. The unit's tasks include, among others:

  • Preliminary studies, detailed plans, development calculations, and contract drafting
  • Negotiations with landowners, developers, and external parties
  • Land management and overarching land strategy issues
  • Collaboration with politics, authorities, municipal companies, and internal project groups
  • Involvement in projects related to both municipal and developer-driven development

Here you will be part of a department with short decision-making paths, significant responsibility, and engaged colleagues within urban planning.

Who are we looking for?

We are looking for someone who is confident, experienced, and curious – someone accustomed to driving complex development processes and who wishes to continue developing.

We believe you have:

  • Relevant higher education, e.g., in surveying, law, urban planning, or similar
  • Management experience and good leadership qualities
  • Documented experience of development projects and/or municipal land management
  • Good ability to apply legislation within property law
  • Experience collaborating with many actors and building trust-based relationships
  • Ability to work independently, structured, and solution-oriented

If you have previously worked in a politically governed organization, we consider this an advantage.

What we offer

  • Meaningful work where you influence the development of an entirely new city
  • A pleasant work environment with engaged colleagues
  • Good balance between work and leisure
  • Free gym membership up to 5,000 SEK/year
  • Access to the municipality's mountain cabins
  • Opportunity for salary exchange for extra days off
  • An inclusive work climate where respect, responsibility, and collaboration are key words

Do you want to help shape the next chapter in Kiruna's history?

Apply today – and welcome to a workplace where your work truly makes a difference.
