The System Development Unit is responsible for the development and management of the region's digital solutions within integration, data warehousing, and frontend applications. Using agile methods and three development teams, we create secure, sustainable, and business-oriented solutions that are crucial for the region's operations and digital development.

We are looking for

We are seeking an engaged and development-oriented Unit Manager who wants to lead and further develop Region Norrbotten's system development activities. You are driven by creating conditions for high-performing teams and have the ability to combine business understanding, leadership, and technical insight.

Requirements for the position:

• An academic degree in systems science, computer science, information technology, or other education/experience assessed by the employer as equivalent.
• Good understanding of modern system development methods, integrations, data warehousing, and application development.
• Good proficiency in Swedish and English, both spoken and written.
• Experience in leadership within system development, for example as a manager, development lead, team leader, or similar.

Merits for the position:

• Knowledge of integration platforms, data analysis, data warehousing, and cloud-based solutions.
• Knowledge of public procurement (LOU).
• Experience leading development activities using agile methods.
• Experience in managerial roles with responsibility for personnel, budget, and work environment.
• Experience in vendor management and procurement.
• Experience with DevOps and CI/CD practices.

What you will work with

As Unit Manager, you have overall responsibility for the unit and its 16 employees as well as consultants. You lead the operations through team leaders and Scrum Masters and work actively to develop both people, methods, and delivery capacity. You create conditions for successful collaboration between the development teams, the business operations, and other parts of the IT/MT department. With a coaching and trust-based leadership style, you drive continuous improvement, competence development, and innovation while ensuring that the unit delivers stable and value-creating digital services. You are part of the IT/MT department's management group and actively contribute to the region's strategic development within digitalization, architecture, and system development.

As Unit Manager for System Development, you are responsible for:

• Leading, developing, and monitoring the unit's operations, economy, and results.
• Personnel responsibility for approximately 16 employees as well as consultants.
• Three agile development teams responsible for integration, data warehousing, and frontend applications.
• Ensuring efficient working methods, high quality, and continuous development of the unit's deliverables.
• Competence supply, recruitment, and development of employees.
• Collaboration with business operations, architects, administration managers, and other units within IT/MT.
• Prioritization and resource planning based on business needs and strategic goals.
• Contributing to the development of the region's digital platforms, integration architecture, and data-driven working methods.
• Participation in the IT/MT department's management group and strategic development work.

Information about the position

The position is permanent, daytime hours, and full-time.

Region Norrbotten applies individual salary setting according to collective agreement.
