Unit Manager for Development and System Administration – Leading us into the AI Era

Welcome to a dynamic, cross-functional unit that combines technical and pedagogical competence. We are currently leading the implementation of the municipality's AI platform – a strategic step towards secure, business-oriented digitalization.

We are looking for a leader who can develop and lead a competent unit of specialists working together for the municipality's digital development. You have a strong holistic understanding of technology, and your greatest strength is coordinating teams, creating synergy, and enabling others to succeed.

About the IT Office

The IT Office's mission is to deliver professional and coordinated IT support to the municipality's administrations and operations. The IT Office belongs to the Business Support Administration, has approximately 55 employees, and consists of two units: the Operations and Support Unit (the technical side) and the Development and System Administration Unit, which includes:

  • Administration of business systems within education, care, and central functions (HR, document and information systems, case management, leadership systems).
  • Project managers for all types of municipal projects.
  • Developers for integrations, e-services, and our AI-based solutions.
  • IT strategists who guide operations in major IT issues and digitalization.

Responsibilities

The role involves personnel responsibility for the unit's 27 employees, as well as responsibility for work environment and budget. In a close and coaching leadership style, you hold regular meetings with the unit's various competence groups. Through dialogue and coordination, you guide prioritization and drive the work forward based on needs and set goals.

An important part of the assignment is to build and develop good relationships with the municipality's various operations, where you capture needs and ensure that the unit's efforts contribute to long-term business development from a municipality-wide perspective.

You will build teams to meet our administrations and operations in the best possible way. It is a constant journey where your change management skills will come in handy.

As Unit Manager, you plan and follow up on work based on set goals, and work on developing appropriate routines and working methods that create quality, efficiency, and good collaboration.

You are part of the IT Office's management group, where you contribute to the strategic development of the entire IT operation and are responsible for environmental scanning within the unit's area.

Qualifications

Basic Requirements:

  • Experience leading and developing cross-functional teams with different specialist competencies.
  • Experience working with the administration of business systems.
  • Good understanding of how different technical solutions and business systems interact, as well as the ability to assess consequences and dependencies during changes.
  • Good understanding of the process for developing integrations, e-services, and AI agents.
  • Good technical understanding with the ability to see the big picture and understand how changes in the IT environment affect operations, integrations, information security, administration, and users.
  • Very good knowledge of Swedish, both spoken and written.

The role also requires you to balance two important perspectives – safeguarding a stable and well-functioning administration while simultaneously driving issues based on development and improvement. Here we see that you have the ability to prioritize and navigate between different interests and make decisions that create long-term value for the entire organization.

Meritorious Qualifications:

  • Experience leading the implementation of AI solutions and AI platforms.
  • Experience in change management.
  • Good knowledge of municipal laws and governing documents (e.g., GDPR, OSL, NIS-2).
  • Experience/knowledge of information security and data classification.
  • Experience with agile working methods.

Employment Terms

  • Salary: Monthly salary.
  • Employment Type: Permanent position.
  • Duration: Permanent, start date: By agreement.
  • Working Hours: Daytime.
