Now is your chance to apply for a role where you help develop future societal services for residents and businesses.
In Halmstad Municipality, we work to make it easy to do the right thing and create a daily life that works for those we serve. Our goal is to maintain high trust among residents in our operations. At the Building and Environment Administration, we are responsible for environmental protection, health protection, food control, catering permits, building permits, land surveying, geodata, and maps. It is within these vital societal functions that we continue to develop and improve our processes, and you will be a central support by leading development initiatives.
As a Development Manager, you will have an important cross-administration role where you translate needs and insights into sustainable improvements – from idea to implemented change. You will contribute to more predictable and accessible case processes for residents and businesses.
With us at the Building and Environment Administration, you will become part of our newly established development unit, a central function that coordinates, supports, and leads the administration's development projects. The unit is also responsible for system administration and has overarching responsibility for group-wide digital development projects. Together with other employees in the development unit, you will support operations in achieving decided goals and results. You report to the Head of Development and contribute data for monitoring decided development efforts.
Your responsibilities
In the role, you will among other things:
- Lead development initiatives included in the administration's development work, through innovation, digitalization, AI, and new ways of working.
- Implement and ensure operation and working methods for group-wide systems.
- Work process-oriented together with operations using common methods.
- In your assignments, translate the user experiences and needs of operations and residents into concrete and measurable improvements.
- Ensure internal anchoring through broad participation and target-group-adapted communication within the framework of your projects and contribute to learning after completed projects.
- Work with system administration within assigned systems and contribute to purposeful support for operations.
Your qualifications
We are looking for you who have good analytical skills, experience in project management and change management, as well as a well-developed communicative ability. You can identify and analyze development needs, create consensus, lead cross-functional processes, and drive the work all the way to results. You thrive in the borderland between strategy and operational implementation and find it easy to collaborate, create participation, and ensure progress in complex contexts.
Requirements
- An academic degree in systems science, information science, strategic or digital communication, or another relevant specialization.
- Experience in project management and change management.
- Experience in leading complex assignments.
- Knowledge of user-oriented methods, such as service design and mapping of user journeys, as well as the ability to translate insights into improved services and working methods.
- Experience in data-driven working methods and monitoring.
Experience working in a politically governed organization is a plus but not a requirement.
We offer you
- A central role in a development unit tasked with improving processes and methodology in our development work.
- The opportunity to create more predictable and accessible case processes for residents and businesses.
- A job with variety and close collaboration with both internal and external actors.
- Good opportunities for professional development.
We value a work environment where we help each other, share knowledge, and develop together.
