About the workplace
The Permits Unit is responsible for permit issuance and supervision according to the Alcohol Act, the Act on Tobacco and Similar Products, the Act on Tobacco-Free Nicotine Products, and the Act on Trade in Certain Over-the-Counter Medicines. Our mandate also includes conducting training and participating in other preventive measures aimed at protecting public health.
The Permits Unit also exercises supervision over establishments with serving permits and shops selling tobacco, tobacco-free nicotine products, e-cigarettes, over-the-counter medicines, smoke-free environments, and folköl (low-alcohol beer), and acts as a consultative authority to the Swedish Gambling Authority.

Job Responsibilities
One of the positions involves handling, investigating, and administering application and action cases primarily under the Alcohol Act. The second position (fixed-term employment) involves handling, investigating, and administering application and action cases primarily concerning the Act on Tobacco and Similar Products. In addition to the respective main duties, it may also become relevant to handle cases under both legislations, depending on the unit's needs and case inflow. Both positions also include conducting certain supervision at serving establishments and conducting ongoing supervision of retail outlets. This means you will participate in both planned and need-driven inspection visits in the city's restaurant environments and at retail outlets. The work further involves performing qualified case handling with legal and economic assessments, as well as some related administration. A central part of the work is to inform and communicate the law's provisions to customers in an easy-to-understand and clear manner. The work places high demands on integrity, accuracy, and professionalism in all contacts and cases.
You are expected to drive, plan, and structure the unit's work together with the team.

Qualifications
An academic education with legal and/or economic components, or other education combined with relevant experience deemed equivalent by the employer, is required. Experience of case handling in the public sector is a requirement for the positions. You must also be able to express yourself very well in Swedish, both orally and in writing, and have good computer skills.
Merits:
- Knowledge and experience of administrative law/law and/or accounting.
- Experience working with the Alcohol Act and/or the Act on Tobacco and Similar Products.
- Knowledge and experience of public authority operations and independent investigative work.
Personal Qualifications:
- Self-starting and has a structured approach to work.
- Very good collaboration skills and collaborates with others without hierarchy.
- Pedagogical and service-oriented.
Other:
You need to have a Category B driver's license and drive a car to perform the job duties.
