The Local Supply area has the overall responsibility for planning and implementing all social infrastructure, such as schools, preschools, libraries, LSS housing, sports facilities, arenas, and fire stations.

You will join the Project and Procurement unit, which consists of approximately 10 project managers with various specialist competencies within the local and housing area. The main focus of the position will be to work with and ensure the municipality's housing supply, e.g., LSS housing, SÄBO, etc., acting as a client representative towards municipal companies, landlord procurements, or projects run in-house. To succeed in your assignment, you will collaborate with various specialist competencies, such as strategists, contract managers, administrators, technical property economists, and sustainability coordinators. Projects within the local area may also be relevant.

Description of Duties

As a Project Manager in the Property Department, you are responsible for monitoring and specifying the municipality's interests during new construction, major changes in existing rentals, and leading local adaptations in new rentals. You may also take on the role of Construction Project Manager in projects driven by the municipality. You ensure this by tracking time, economy, and quality. You will be an active party towards municipal companies or external companies. The committees' local supply plans form the basis for the assignment.

In the assignment, you will be responsible for preparing tender documents, such as functional programs, which ensure that current operations can be conducted in the rental property. You will also be an active party regarding the development of the premises and their suitability in collaboration with employees within the operations, as well as in ensuring that the department's planning documents are realistic. In projects run in-house, you are responsible for the whole, which includes, among other things, producing relevant documents such as procurement documents, etc.

You will also be the presenter in the administrations' management groups and in the committees, and you need to be well-versed in the department's basic assignment and actively work to deliver according to this.

The duties also include:

  • Design of premises and/or housing in collaboration with department and operation managers or a representative appointed by them.
  • Analyses and assessments regarding the operations' local needs and direction.
  • Implementing the local strategic local supply plans into action.
  • Producing and revising the committees' functional programs.
  • Producing room functional programs.
  • Producing procurement documentation.

Qualifications

We are looking for you who have experience in project management or construction project management. You have an academic degree that the employer considers relevant for the position or equivalent work experience. We expect you to have knowledge of writing text in administrative Swedish, such as decision documents and reports. The position requires proficiency in Microsoft 365. A B-driver's license and very good knowledge of Swedish in both speech and writing are prerequisites for the position.

Previous experience of LOU procurement and work within public administration, as well as knowledge of procurement, is meritorious. Knowledge in project economics and experience of financial responsibility is also valuable. Education in project management and construction project management is also meritorious, as is experience in strategic local planning.
