to apply for the job
Do you want to be part of something bigger and contribute to sustainable development for Norrbotten in our county and out to the world?
Do you want to work with environmental water management issues and join a team where we make a big difference for the water environment? We are now looking for a Water Management Officer who will work with supervision and examination of water activities, focusing on power plants and dams, as well as the implementation of the national examination plan.
About the job
You will participate in the County Administrative Board's work with supervision and examination of dams and power plants. The work with the National Examination Plan (NAP) involves, among other things, collaborating with affected operators. In court proceedings, you write statements and represent the County Administrative Board. Subsequently, you follow up on permits with modern environmental conditions. The supervision work includes, among other things, monitoring fish passage obstacles, handling operational disruptions, and supervising water regulation by, for example, checking that operators have permits for water activities and that other requirements following the Environmental Code are met.
An important part of the job is to monitor environmental interests and other public interests by, for example, assessing environmental impact and what measures will be needed based on, among other things, the Water Framework Directive. You do this through dialogue with operators, close cooperation with various experts at the County Administrative Board, and analysis of the need for measures in relation to the benefits of the water facility. For those interested in issues related to the environmental adaptation of hydropower, such as hydrology, limnology, ecology, and environmental law, the job offers excellent opportunities for in-depth knowledge in the field.
The work consists mainly of office work. Some field work with visits to, among other things, water facilities and some travel is included in the position. Contact with the media occurs. Tasks are partly determined by interest and competence, and changes in the agency's assignments may result in more tasks than described in the advertisement becoming relevant.
You will belong to the Land and Water Protection unit, which has just over 15 employees. The unit discusses cases together and supports each other when needed. Here you have good opportunities to combine private life with working life through flexible working methods and several appreciated benefits, such as the possibility of remote work part of the time (when it works for the business), good holiday conditions, and the possibility of salary exchange.
About you
We are looking for you who have:
- At least one year of relevant work experience. A three-year university/college degree in natural sciences, environmental science, law, or engineering with a focus on water issues, or other education that the employer considers equivalent.
- Experience in evaluating inventories, environmental assessments, and other materials, as well as writing well-balanced decisions and planning and executing work efficiently.
- Good ability to express yourself in Swedish, both orally and in writing.
- Driver's license category B.
- Swedish citizenship.
As a person, you take responsibility for the organization's goals in your work. You are structured, capable of working independently, and taking initiative. Furthermore, you have a good attitude and are easy to work with, both with colleagues and external parties, while maintaining high integrity.
It is an advantage if you have:
- Knowledge and education in environmental law.
- Experience with hydropower issues, water management, or work with environmental quality standards for water (especially HYMO or limnic plant and animal life).
- Experience with administrative enforcement according to the Environmental Code, preferably at the County Administrative Board or municipality, with a focus on water activities (Chapter 11 of the Environmental Code).
- Experience in reviewing environmental adaptations of water activities, e.g., fish and fauna passages or flow measures.
- Experience in project or assignment management.
- Experience with GIS.
For us, personal qualities are important, and we consider it a given that you contribute positively to our work environment and job satisfaction, and act according to the state's values.
Good to know
The position is a temporary assignment of at least six months.
If you are called for an interview, you may be asked to complete a work test.
Since some jobs with us require security clearance, you may be asked to undergo a security clearance before employment. This includes a security clearance interview and register check. Swedish citizenship is required for some positions.
