The Municipal Executive Office is responsible for supporting operations within finance and quality, HR and communications, digitalization and development, law and security, democracy and administration, contact center and events, as well as growth and business. Together, we support the municipality's operations, handle strategic assignments, and provide services to our residents.
The Role Involves

Skara Municipality is now looking for a Development Manager within Governance and Leadership who wishes to contribute to developing the municipality's overarching structures, organizational forms, and administrative resources.
This role is suitable for you if you have extensive leadership experience from politically governed organizations and wish to work strategically with complex change processes to meet future demands.
As the Development Manager for Governance and Leadership, you work on behalf of the Municipal Executive Board and become a key figure in the municipality's strategic development work. You will lead and drive complex, municipality-wide investigations and processes aimed at creating an efficient, modern, and long-term sustainable organization.
In this role, you work in and close to the Municipal Executive Group and serve as a strategic support for managers, operations, and political leadership. The focus is on translating overarching goals into practical structures and efficient resource allocation.
The responsibilities include, among other things:
- Handling political assignments regarding the investigation of future sector organizations, as well as analyzing and preparing for potential reorganizations.
- Overseeing and investigating administrative resources across the entire organization to ensure coordination and effectiveness.
- Further developing and driving the work related to the Municipal Executive Group's strategic area responsibilities.
- Leading the continued work with, as well as the implementation and follow-up of, the municipality's price tag model.
- Planning, leading, and documenting municipality-wide development and change projects.
Who Are You?
We are looking for someone who has a good ability to work independently, analytically, and structured with complex issues. You are confident in your role as a leader and in leading strategic processes, challenging existing structures, and driving issues forward "from A to Z".
Qualifications
We are looking for someone who:
- Has a relevant academic education or other education/experience that the employer deems equivalent.
- Has many years of leadership experience and experience working as a department head or equivalent senior leadership position within a politically governed organization.
- Exercises leadership based on strength-based methods, systemic thinking, and a strong ability to create psychological safety.
- Has documented and successful experience in conducting municipality-wide change and development work.
- Has very good ability to express yourself in speech and writing in Swedish, with experience in writing background materials and official reports for politics.
- Has a strong interest in digitalization.
It is an advantage if you have experience with:
- Strategic governance models and in-depth municipal economic analysis.
- Organizational psychology, change management, and strategic resource planning.
- Collaboration between politics and the professional staff organization.
