The Department of Regional Development is responsible for regional planning, management, steering, and follow-up with a focus on social, environmental, and economically sustainable development. The department belongs to the Regional Executive Board Administration and consists of five units. The Urban Planning Unit is one of them and leads and drives development in areas such as energy transition, rural development, communications, spatial planning, and housing supply.

The strategic work on these issues requires flexible working methods as the factors influencing urban planning are numerous and interact with each other in different ways. Furthermore, the work must be able to adapt when conditions change. Individual strategists in the unit may be given special responsibility to drive development in certain sub-areas, but collaboration within the unit and complex relationships between different sub-areas are the starting point for how we structure the interventions we are responsible for.

The Urban Planning Unit needs strategic competence to lead a project within commercial services during the period September 2026 to March 2027. We are therefore looking for a project-employed employee who can strengthen our unit. We are looking for a project manager at 100% and offer you, if you get the position, stimulating and developing work with great personal responsibility, and nice and engaged colleagues.

Your responsibilities

You will lead the implementation of the project in accordance with the project application for the project "Implementation of the regional service program for commercial services 2023-2030". The project has already been running for a few years, but has been granted an extension to further strengthen the work.

The role includes planning and organizing the work to implement the action plan for commercial services on Gotland, working to ensure companies seek available support, collaborating in the business promotion system, and actively contributing to processes for implementing the Working Model for Rural Development and Regional Strategic Planning.

You are responsible for communication, documentation, and dissemination of project results both internally and externally. In addition, you are responsible for project administration, budget monitoring, and reporting to the Swedish Agency for Economic and Regional Growth (Tillväxtverket).

You are part of a national network on commercial services with other Swedish regions, coordinated by the Swedish Agency for Economic and Regional Growth.

Who are you?

You have experience working with strategic development issues within urban planning. You should have relevant education and good experience of project management. It is meritorious to have worked at a strategic and/or leadership level in a politically governed organization at municipal or regional level. A B-class driver's license is required.

As a person, you need to be analytical, strategic, and organized. You have the ability to create and maintain good structure in a changing environment and can work independently. Great importance is attached to personal suitability.

Relationship building and good collaboration skills are crucial to achieving success in the assignment, and we are looking for a person who can communicate confidently across broad contact areas and have contact with many actors. You need to have a good ability to express yourself in speech and writing in Swedish. We would like you to have good local knowledge of Gotland.
