The Swedish Agency for Youth and Civil Society (MUCF) is a government agency that produces knowledge about the living conditions of young people and the prerequisites for civil society. MUCF has been tasked by the government to work towards achieving the goals within youth policy and civil society policy. We do this by producing, collecting and disseminating knowledge and contributing to the coordination of state efforts. We collaborate with authorities, municipalities, regions and civil society organizations, as well as distributing state grants.

The Division for Governance and Business Support has as its main task to be responsible for processes for business planning and follow-up at the agency level. The division is responsible for economic, procurement, and HR issues. Furthermore, the division is responsible for the agency's application of law, inclusive supervision and follow-up thereof.

Job Description

As the Procurement Manager, you will have a central role in continuing to develop and strengthen the agency's collective work with procurement, purchasing, and contracts.

The role is strategic, advisory, and supportive, but you will also work tactically and operationally. You provide qualified support to managers and employees in matters concerning the Public Procurement Act (LOU), purchasing, call-offs, contracts, and contract follow-up.

An important part of the role is to contribute to linking procurement, purchasing, and contracts to the agency's economic processes.

You are responsible for, among other things:

  • developing and managing routines and working methods for procurement, purchasing, and contracts,
  • analyzing and following up on purchases, costs, and contract compliance
  • preparing decision-making materials and governing documents,
  • conducting internal training and participating in call-offs (re-tendering) and procurements.

Qualifications

We are looking for you who have:

  • an academic education in procurement, purchasing, economics, law, public administration, or other education that the employer deems relevant,
  • training in public procurement,
  • good ability to express yourself in Swedish, both orally and in writing,
  • good knowledge of Excel and Word.

You should also have experience of:

  • independently conducting procurements, call-offs, or direct purchases according to LOU,
  • working within public administration,
  • working with contract management and supplier follow-up,
  • providing support and advice in matters concerning public procurement (LOU),
  • working with economic processes related to purchasing and contracts,
  • working in procurement tools or procurement systems,
  • leading or developing processes and working methods.

It is meritorious if you have experience of:

  • experience with the systems Mercell Tendsign, Proceedo, and Xpendio.
  • development of processes, routines, or governing documents
  • training in project management

To succeed in the role, you are self-motivated and take responsibility for driving your work forward in a structured and quality-conscious manner. You have good analytical skills and can process complex information as well as make well-balanced assessments from legal, economic, and operational perspectives.

You have good judgment and act objectively, professionally, and with high integrity even in situations where different interests need to be weighed against each other. You collaborate well with others, build trusting relationships, and contribute to a good working climate.

The role also requires that you can communicate clearly and pedagogically, as well as adapt your message to different target groups and situations.

Conditions

Employment as a purchaser with the functional title of Procurement Manager.

Location: Växjö or Stockholm

Permanent employment which normally begins with a 6-month probationary period.
