The Municipality's procurement and tendering department is now seeking a Contract Controller with a focus on welfare crime who wants to contribute to developing and driving work on risk management, supplier controls, and the prevention of welfare crime.

The role of Contract Controller with a focus on welfare crime with us

As a Contract Controller with a focus on welfare crime within procurement, you have a strategic and coordinating assignment with a focus on preventing, detecting, and managing risks related to welfare crime, unfair competition, and unscrupulous suppliers. You work closely with all functions within procurement as well as clients within the municipality, where you contribute with analysis, structure, and support in both tenders and ongoing contracts.

The role has a clear focus on internal control, risk-based follow-up, and development of working methods. The role is the municipality's specialist support in the area, and you are expected to drive the development of working methods and methodology within risk management, supplier controls, and preventive work against welfare crime.

In the role of Controller, you will among other things:

  • develop and implement working methods for risk-based supplier follow-up, internal control, and preventive work against welfare crime.
  • identify and analyze risk indicators such as deviating company structures, financial irregularities, prohibited supplier chains, or other signals of unfair competition
  • contribute to structured escalation and handling of deviations in collaboration with relevant functions
  • work systematically with risk analysis related to procurement, tendering, and contracts
  • conduct and coordinate in-depth supplier controls through analysis of ownership relations, financial information, representatives, employer-related conditions, and other relevant risk indicators
  • contribute to the development of risk-based requirements and follow-up methods in tenders and contracts
  • produce decision support, analyses, and recommendations
  • collaborate with other functions within procurement for proactive work with both risk assessments, requirement setting, and follow-up strategies
  • assist clients in cases of suspected deviations or irregularities during the contract period
  • monitor the area and translate new knowledge into practical improvements
  • collaborate with other municipalities, local BRÅ (National Council for Crime Prevention), and internal functions
  • independently plan, conduct, and document analyses and controls, and translate results into concrete recommendations and improvement measures

Your profile

We are looking for you who are secure, objective, and professional in sensitive matters. We see that you have high integrity and good judgment in situations where different interests need to be weighed against each other. You find it easy to collaborate, communicate, and create trust. To succeed in this role, we also see that you have the ability to analyze complex information and communicate it in a clear and pedagogical way. You are development-oriented, see opportunities for improvement, and can work independently and take responsibility for your assignment. You express yourself well in Swedish, both orally and in writing, as this is required in daily work. Great importance will be attached to personal suitability.

We are looking for you who have:

  • an academic education in, for example, economics, law, public administration, or another direction that the employer considers relevant
  • relevant multi-year work experience in risk management, internal control, auditing, compliance, supplier follow-up, or qualified review
  • work experience in conducting controls, reviews, and investigations of suppliers, companies, or organizations
  • work experience in analyzing company structures, financial information, or business models with the aim of identifying risks or irregularities
  • experience of working in the public sector or a good understanding of public sector governance and regulations

It is meritorious if you have:

  • experience of investigative work in the public sector or another activity with a focus on financial irregularities and labor market crime.
  • good understanding of public procurement and LOU (Public Procurement Act)
