The EU Emissions Trading System (ETS) is the most important tool for reducing greenhouse gas emissions. The ETS covers industry, energy, aviation, shipping, and soon also transport and buildings. Through the Carbon Border Adjustment Mechanism (CBAM), a carbon tax on the import of emission-intensive goods will be introduced from 2026 – a step towards fair and effective climate measures.
The Swedish Environmental Protection Agency is responsible for Sweden's implementation of the ETS and CBAM. We are now looking for several engaged climate case officers who want to help develop the work with these central policy instruments. With us, you will play a key role in the transition to a climate-neutral society.
Your responsibilities
You will primarily work with either ETS 1, ETS 2, or CBAM.
The core of the role involves interpreting, processing, and implementing national and EU-based regulations from both technical and legal perspectives. Your main tasks will include:
- investigating and deciding on cases concerning emissions, free allocation, imports, and sanctions are examples of typical tasks included in the work,
- supporting affected companies with guidance regarding the regulations, and
- contributing to the development of our operations regarding these policy instruments.
At the emissions trading units, we work in teams and collaborate closely across all three systems. Although you will initially primarily work with one of the systems, you will be part of this larger context, which provides opportunities for broadening your perspective and gaining an overview of the policy instruments and their practical implementation.
You may also participate in various government assignments, work on the development and implementation of legislation, and contribute to our analytical support for the Government Offices. Collaboration takes place with other authorities in Sweden and the EU, industry organizations, companies, the Government Offices, and within the Swedish Environmental Protection Agency.
Your qualifications
Requirements for the position
- Relevant higher education or university degree.
- Current work experience in areas relevant to the position.
- Good ability to communicate orally and in writing in Swedish and English.
Merits
- Work experience related to EU ETS or CBAM and their implementation.
- Experience working with permit assessments, environmental supervision, or other case processing.
- Experience implementing EU policy instruments within an authority.
- Technical knowledge of industrial production processes.
- Work experience in industry, electricity and district heating, aviation, shipping, or fuel distribution.
- Experience interpreting and applying EU or Swedish environmental, climate, tax, fuel, customs, or sustainability legislation.
- Experience working with legislative processes at the EU or national level.

About the positions
We offer 3 fixed-term contracts. Two contracts extend until the summer of 2027, and one contract extends until August 31, 2027. The positions are available as soon as possible according to agreement, no earlier than October. The positions are located at one of the two Emissions Trading Units in Stockholm or Östersund.
