The City of Haparanda is strengthening its capabilities in crisis preparedness and civil defense and is now seeking a Preparedness Coordinator for the Security and Preparedness Unit. As a Security and Preparedness Coordinator, you will primarily work with business continuity management, preparedness planning, administration, collaboration, as well as training and exercises. You will be involved in important development work with multiple contact points, both internally within the municipality and with external partners.

The position will be organizationally part of the Security and Preparedness Unit, which is part of the Municipal Executive Office. The unit currently consists of two employees who work broadly with security, civil preparedness, and security protection, as well as the municipality's overarching crime prevention work. The role of Security and Preparedness Coordinator is particularly focused on social services and municipal healthcare, and the work with the preparations needed to ensure that operations can be maintained during both peacetime crises and heightened readiness. The role also includes coordination, planning, and evaluation of exercises.

Your responsibilities

You will:

• Support operations and management within the Social Services Department with the capability-enhancing preparedness work.
• Lead workshops for continuity planning as well as risk and vulnerability analyses in the department's operations.
• Participate in the planning, execution, and evaluation of exercises.
• Collaborate with other parts of the municipality on preparedness issues.
• Participate in relevant external networks and collaborate with other municipalities and actors in the field.
• Participate in the planning and implementation of information security-related activities that are relevant to the preparedness work.
• Perform administrative tasks related to the unit.

Your profile

To succeed in the role, you should be analytical, structured, and results-oriented. In interactions with others, you are open, receptive, and collaborative. You need to be able to collaborate with employees and managers at all levels in a pedagogical and non-hierarchical manner. We therefore place great emphasis on personal suitability and social competence.

Qualifications

• Relevant academic education and professional experience within the security and preparedness field, or education/experience that the employer deems adequate.
• Valid driver's license (Category B)

Merits

We consider it highly meritorious if you have experience working with crisis preparedness and civil defense, preferably in the role of trainer and exercise leader. It is also meritorious if you have experience from social services or healthcare. Previous experience of working in a politically governed organization is valued.

• As the position is security-classified, a security investigation with register check according to the Security Protection Act (2018:585) will be conducted before a decision on employment is made.
