Property Manager with a Focus on Construction / Projects

We are currently establishing a new position as a Property Manager with a focus on Construction / Projects. You will be part of the Public Environment Planning Unit within the Technical Administration. The unit works closely with the operational units for Streets/Parks and Property/Leisure within the department. The department is responsible, among other things, for the maintenance of the external environment, public land, municipal streets and roads, industrial sidings, properties and buildings, parks, forests, leisure facilities, bathing areas, and exercise trails.

The Planning Unit manages the municipality's properties, handles contracts and rent management, as well as service, supervision, and preventive maintenance. The building stock consists mainly of preschools, schools, sports facilities, and various types of care residences, as well as buildings such as the City Hall and Wahlundsgården.

The Technical Administration as a whole consists of nearly 200 employees and ensures that the municipality's traffic environment is safe and accessible, and that children, young people, and the elderly receive nutritious and good food in the municipality's school operations and special housing. We are responsible for ensuring that our residents have access to clean and fresh water from the tap. In addition, we handle household waste collection and operate our waste facility. This also includes cleaning of our administrative premises, contract and rent management, as well as service, supervision, and preventive maintenance.

The administration consists of the following departments: Public Environment, Water and Waste, Service, and a Staff Unit. Our organization provides us with good conditions to meet future needs and challenges regarding a balanced economy and satisfied residents and businesses.

Job Responsibilities

As a Property Manager with a focus on construction and projects, you are responsible for planning, leading, and following up on construction, maintenance, and development projects within the municipality's property portfolio. You have overall responsibility for the implementation of projects from needs analysis, design, and procurement to completion and handover. The role includes budget responsibility, financial follow-up, orders, and invoice management, as well as ensuring that projects are carried out in accordance with current legislation, authority requirements, and the municipality's guidelines.

You work strategically with the long-term development of properties by creating maintenance and investment plans, conducting risk assessments, and identifying future needs for space adaptations and renovations. The role involves close collaboration with operations, contractors, consultants, and authorities, where you are responsible for coordination, follow-up, and quality assurance. You handle drawings, building permit, and demolition issues, and drive projects related to, for example, space changes, relocations, and property development. Through a structured and solution-oriented approach, you contribute to the sustainable, cost-effective, and operationally adapted development of the municipality's properties.

Investigative work is conducted to provide a basis for decisions within the property portfolio.

Qualifications

Formal Competencies

  • University degree or University College Diploma in property management, or alternatively experience in the area of the position that we assess is relevant for the position. (required)
  • Category B driver's license (required)
  • Knowledge of Building Regulations AFS (Required)
  • Experience in construction technology (meritorious)
  • Experience in project management (meritorious)
  • Experience in procurement according to LOU (meritorious)
