Do you want to help build a new way of working for people who have long been far from the labor market?
We are now looking for a Work Specialist with project management responsibilities for the Employment and Integration Unit in Mora Municipality. The position is linked to a new ESF-funded project where, together with healthcare, the Swedish Public Employment Service (Arbetsförmedlingen), and the Swedish Social Insurance Agency (Försäkringskassan), we are developing more coordinated and individualized support for people with mental health issues and complex problems.
The project is based on the IPS model (Individual Placement and Support) – an evidence-based method where work is the goal from the start and where support is provided in parallel with healthcare and other interventions. The work combines individualized support with systematic follow-up and close collaboration between healthcare, authorities, and the labor market.
This is a role for you who both want to work closely with people and at the same time drive development together with other stakeholders. You will combine the individualized role of a Work Specialist with responsibility for coordination, follow-up, and development of the project's working methods and implementation.
We are looking for you who want to be part of creating something long-term and sustainable – where collaboration is not just an idea, but something that happens in practice.
With us, you will get:
- to work closely with people and make a concrete difference in their path to work or studies
- to be part of building and developing a new collaboration model in Mora Municipality
- to work in close cooperation with psychiatry, the Swedish Social Insurance Agency, and the Swedish Public Employment Service
- a role where you get to combine operational work with development and coordination
- a committed team that works with trust, structure, and shared learning
- great opportunities to influence both working methods and the project's development
The position is a project employment during the project period 2026-09-01 – 2029-06-30.
About Us
The Employment and Integration Unit is part of the Social Services Administration in Mora Municipality. Here, we work to ensure that more residents achieve self-sufficiency and increased independence.

Job Description
As a Work Specialist with project management responsibilities, you work closely with people who are far from the labor market and who often have mental health issues or other complex problems. You coach, support, and coordinate interventions – with the goal that the participant takes steps towards work or studies.
The work is based on the IPS method, where the individual's motivation, goals, and wishes are at the center. You actively work to create opportunities on the labor market while coordinating support together with other stakeholders around the individual.
The role involves both operational and strategic responsibility. You work on an individual level while leading and developing the project's implementation together with collaboration partners.
You will:
- plan, implement, and follow up on individual interventions
- work in a motivational and supportive manner based on IPS methodology
- coordinate interventions together with psychiatry, the Swedish Public Employment Service, the Swedish Social Insurance Agency, and other stakeholders
- create and develop relationships with employers and other collaboration partners
- work proactively and network in the local community
- follow up on participants' progress and document the work
- structurally contribute to the project's development, follow-up, and implementation
- participate in and coordinate collaboration meetings and drive development work
As a project manager, you are also responsible for the project's ongoing planning, follow-up, and reporting. You have a coordinating role between the project's stakeholders and are responsible for following up on the project's goals, results, and activities in accordance with the project plan and the requirements of the Swedish ESF Council.
The assignment also includes:
- coordinating the project's implementation together with collaboration partners
- being responsible for ongoing dialogue and reporting to the Swedish ESF Council
- contributing to method development, quality assurance, and implementation of the project's working methods
- preparing materials, follow-ups, and feedback reports for the project's steering group
- supporting work with follow-up, analysis, and learning within the project
As a project manager, you report to the project's steering group.
Qualifications
We are looking for you who:
- have a relevant university degree in fields such as behavioral science, social work, rehabilitation, or other education that the employer deems equivalent
- have experience working with people in transition
- have experience of collaboration between different stakeholders and authorities
- have a good understanding of labor market issues and work-oriented rehabilitation
- have the ability to work structured with planning, documentation, and follow-up, and have good digital skills
- have a B driver's license, as travel occurs in the work
It is meritorious if you have:
- experience with IPS or Supported Employment
- experience with project management or development work
- experience working with people with mental health issues or complex problems
- knowledge of MI (Motivational Interviewing) or similar working methods
- experience coordinating between healthcare, authorities, and labor market interventions
- experience working in ESF projects or other externally funded operations
We place great emphasis on personal suitability.
Open to all
We focus on your competence, not your other prerequisites. We are open to adapting the role or workplace to your needs.
