Employment Consultant for AME in Bollnäs Municipality

Employment and Establishment (AME) coordinates the municipality's labor market political and employment-promoting measures for individuals receiving financial assistance, such as the long-term unemployed, persons with disabilities, and foreign-born residents. AME is also responsible for the Municipal Activity Requirement (KAA), the municipality's summer jobs for young people, and the municipal refugee reception. We also run various projects involving partners such as Region Gävleborg, the Swedish Social Insurance Agency, and the Swedish Public Employment Service.

From July 1, 2026, AME will also be responsible for implementing the municipal measures under the new reform, the Activity Requirement. The Activity Requirement means that individuals receiving social assistance will be offered activities by the municipality to maintain their benefits and move closer to work and studies. These measures may include group activities, individual coaching, language-promoting initiatives, competence-building activities, work training, internships, and supported employment.

Our work is carried out in collaboration with social services, the Swedish Public Employment Service, the Swedish Migration Agency, the Swedish Social Insurance Agency, the County Administrative Board, Hälsingland Education Board, primary schools, and other partners in both the public and private sectors.

Organizationally, AME belongs to the Social Services Administration and will, from September 1, be organized into three units. Each unit consists of several employees who support individuals in different ways to enter the labor market or begin studies. The organization within AME is undergoing changes to better adapt to the new mandate under the activity requirement reform.

We are looking for two employment consultants, but this depends on political decisions regarding budget frameworks for 2027 and beyond to ensure all positions can be filled.

Job Responsibilities

In your role as an employment consultant, you will meet individuals who have difficulty finding jobs and entering the labor market for various reasons. Your task is to facilitate steps toward the labor market and/or studies, and to support individuals in targeted measures, particularly language-enhancing activities. The duties may also involve supporting individuals within the refugee reception.

Together with your colleagues, you will support and challenge participants in both individual work and group settings. The work involves planning, developing, executing, following up, and evaluating activities with a focus on language-enhancing measures based on the activity requirement. The measures should be based on the individual's language level and prerequisites for developing Swedish. Many individuals study Swedish for Immigrants (SFI), and our activities will complement SFI instruction to facilitate transitions to studies and work. This implies a focus on oral, as well as written, communication with the aim of enabling individuals to use Swedish in both working life and daily life.

The language-enhancing activities may also complement other activities such as group activities, individual coaching, competence-building activities, work training, internships, and supported employment. The position also involves initiating and maintaining collaboration with colleagues and other agencies such as healthcare, social services, educational providers, and other state actors.

You will be involved in AME's work with materials and approaches based on the BIP study (Employment Indicator Project), where progression measurement tools are used in dialogue with participants, and where activities and measures are anchored in selected indicators that have shown to increase the probability of getting a job.

Qualifications

We are looking for you who have a university-level education in behavioral sciences, preferably in pedagogy, with eligibility to teach Swedish as a second language. You should have experience working with foreign-born individuals who are far from the labor market and have limited Swedish language skills. It is meritorious if you have knowledge and experience in the area of Neurodevelopmental Disorders (NPF), study-motivating work, crime-preventive work, and documented experience in working with behavioral change.

You need to have good interpersonal skills and experience working with people from different cultural backgrounds. You are a problem solver who sees opportunities before obstacles, motivated by achieving development and getting things done. You are flexible, good at collaborating, and creating relationships with people. You are resilient and patient, focusing on achieving sustainable, long-term results together with the individual. You have the ability to view the individual from a holistic perspective and are accustomed to working in groups and using motivational interviewing as a tool in your work with people.

You must also be structured in your work, self-initiating, possess digital skills, and have good ability to express yourself in Swedish, both orally and in writing. Personal suitability will be given special consideration.

Conditions

The position is a permanent employment, though a six-month probationary period may apply. We conduct risk control (extract from the criminal record) as a form of suitability assessment for all offered positions in operations involving direct contact with young people.
