The position is located within the Care and Elderly Care Administration, which is one of eight administrations in Linköping Municipality. The Care and Elderly Care Administration is responsible for the municipality's elderly care, health and medical care, authority exercises, ordering of services, and provides care and support in its own operations. Your responsibilities

We are looking for two HR consultants for the Care and Elderly Care Administration's new HR unit, where one position is directed towards the Ward Care division and the other towards the administration's smaller divisions.

You will work broadly across various parts of the HR field at both operational and strategic levels. Your task is to provide business-oriented support primarily in occupational health and safety, rehabilitation, and labor law. Together with your HR colleagues, you will support business managers within the administration's divisions in HR processes. You will also provide overarching support in areas such as wage formation processes, monitoring of key personnel indicators, personnel economics, and union cooperation.

In your work, you will collaborate with colleagues working with recruitment, staffing planning, and payroll on certain issues. Furthermore, you will work closely with other functions in the support staff and participate in the management forum, where you, together with the division manager and area manager, are responsible for driving HR issues and the development of HR work within the divisions. As an HR consultant with us, you will become part of an administration-wide HR unit led by the Care and Elderly Care Administration's HR Manager. As an HR consultant, you will have the Deputy HR Manager as your supervisor.

Your workplace

The Care and Elderly Care Administration is restructuring HR work by organizing all HR resources within the HR and Competence Supply unit. Currently working in the unit are an HR Specialist in Competence Supply, a language developer, and an HR Administrator. At the same time, we are expanding so that we will have a total of five business-oriented HR consultants and one HR Specialist in Occupational Health and Rehabilitation.

In the position within the Ward Care division, you belong to the support staff, which consists of the division manager, area manager, HR consultant, economist, business developer, and managers for the health and medical care organization as well as rehabilitation.

In the position directed towards the smaller divisions and the support staff, you work closely with division managers and unit managers. This position includes collaborating with the Contracts and Quality division during contract follow-ups with providers of the municipality's elderly care.

Our premises are located in central Linköping, and working hours are during the day with trust-based hours.

The operations are growing, among other things, due to demographic factors. Our major challenge is to attract, recruit, and retain employees in our shortage occupations: nursing assistants and nurses.

You who apply

We are looking for you who have a university degree in the HR field, or alternatively, another degree combined with experience that the employer considers equivalent. You have experience in qualified HR work, both operational and strategic, and we view it positively if you have experience working within public administration.

We would like you to be accustomed to navigating and interpreting laws and agreements within the HR field. You need to have good knowledge of the Swedish language, both orally and in writing, and you need to be able to adapt your language to the recipient. You also need to have good IT skills and experience with various systems used in HR processes, such as Heroma, Qlik, and Adato.

To succeed and thrive in the role, you should be able to work independently and structure your own work to drive your processes forward. At the same time, you need to have good collaboration skills as you will work with managers and colleagues within the administration and in the HR group. You see the big picture and take into account the broader perspective in actions and decisions as you work for the development of the entire administration. You also need to be flexible, easy to adapt to changed circumstances, and able to see opportunities in changes. You need to be comfortable presenting information both in individual meetings and in front of groups of varying sizes.
