The Premises Supply area has the collective responsibility for planning and implementing all social infrastructure, such as schools, preschools, libraries, LSS housing, sports facilities, arenas, and fire stations. You will join the Project and Procurement unit, which consists of approximately 10 project managers with various specialist competencies within the premises and housing sector.
The main focus of the position will be to work with and ensure the municipality's housing supply, such as LSS housing, SÄBO, etc., acting as a client representative towards municipal companies, rental provider procurements, or projects run in-house. To succeed in your assignment, you will collaborate with various specialist competencies, such as strategists, contract managers, administrators, technical experts in property economics, and sustainability coordinators. Projects within the premises area may also be relevant.
Description of duties
As a project manager on the Property Department, you are responsible for monitoring and defining requirements for the municipality's interests during new construction, major changes to premises in existing leases, and leading premise adaptations in new leases. You may also take on the role of construction project manager in projects run by the municipality. You ensure this by tracking time, economy, and quality. You will be an active party towards municipal companies or external companies. The councils' premises supply plans form the basis for the assignment.
In the assignment, you will be responsible for producing procurement documents, such as functional programs, which ensure that current operations can be conducted in the rented property. You will also be an active party regarding the development of premises and their suitability in collaboration with employees within the operations, as well as in ensuring that the department's planning documents are feasible. In projects run in-house, you are responsible for the overall picture, which includes producing relevant documents such as procurement documents, etc.
You will also present in the administrations' management groups and in the councils, and you need to be well-versed in the department's core mission and actively work to deliver according to this.
The duties also include:
- Design of premises and/or housing in collaboration with department and operation managers or a representative appointed by them.
- Analyses and assessments regarding the operations' premises needs and direction.
- Translate the strategic premises supply plans into action.
- Production and revision of the councils' functional programs.
- Production of room functional programs.
- Production of procurement documentation.
Qualifications
We are looking for you who have experience in project management or construction project management. We also see that you have an academic degree that the employer deems relevant for the position or equivalent work experience. You have knowledge of writing text in administrative Swedish, such as decision documents and reports. The position requires that you master Microsoft 365. A B driver's license and very good skills in Swedish, both spoken and written, are a prerequisite for the position.
Previous experience with LOU procurement and work within public administration, as well as knowledge of procurement, is meritorious. Knowledge in project economics and experience with financial responsibility is also valuable. Education in project management and construction project management is also meritorious, as is experience in strategic premises planning.
