We are looking for a Railway Contract Specialist for a contract monitoring assignment with Trafikverket (Swedish Transport Administration).

This is a consulting assignment. The locations are Uppsala, Gävle, or Sundsvall. The position is at 30%.

The assignment involves close collaboration with the client, which places high demands on flexibility and teamwork.

The Assignment

The role focuses on contract monitoring, where the consultant will assist project management with expertise in several areas to ensure client responsibility and requirement monitoring of the construction contract. The assignment covers production specialists in railway low-/high-voltage electricity and railway construction specialists. The consultant must have an independent position vis-à-vis the contractor, be a contractual party to the client, and lack the mandate to represent the client or make decisions in contractual matters between the parties. The assignment shall be carried out according to the assignment-specific assignment description and delivery list dated 2026-03-25, as well as according to current cooperation and quality requirements.

Responsibilities

• Assist project management with expertise in several areas for contract monitoring.
• Ensure client responsibility in the execution of the construction.
• Monitor requirements in the construction contract.
• Work within the production specialist area of railway low-/high-voltage electricity.
• Work within railway construction specialization.
• Ensure that relay protection in the electric power system is replaced with more modern protection to maintain function, operational availability, and maintainability.
• Monitor that relay protection within the electric power system meets requirements for personal safety, animal, and property protection.
• Take into account that the relay protections are older and approaching technical end-of-life.
• Handle and consider that the facility consists of many different relay protection models with varying maintenance needs.
• Monitor construction work in geographically specified facilities in Uppsala, Stockholm, Jämtland, and Västernorrland.
• Ensure execution according to the assignment-specific assignment description and delivery list dated 2026-03-25.
• Work according to TDOK 2023:0246 "Cooperation in contracts and technical consulting services".
• Follow information security requirements according to TMALL 1588.
• Act as an independent party without mandate to represent the client or make decisions in contractual matters.

Requirements (OBS, mandatory)

• Language requirements: Swedish in speech and writing.
• Driver's license: Category B.
• At least 3 years of work experience (as a construction manager or in a supervisory function such as production manager, foreman, site manager, construction site monitor, or equivalent) within railways. The work experience must not be older than 10 years. Knowledge of laws and regulations as well as standards and directives in the relevant area.
• At least 3 years of work experience (as a construction manager or in a supervisory function such as production manager, foreman, site manager, construction site monitor, or equivalent) in railway low-/high-voltage electricity. • Education equivalent to upper secondary, university, or civil engineer with a focus on electric power.
• At least 2 years of work experience with control facilities and switchgear for power facilities in at least one of the following areas: (The work experience must not be older than eight (8) years.)
