Your responsibilities

As a development strategist focusing on resilience, subversion, disinformation, and environmental analysis, you have a new and important assignment: to increase the municipality's ability to resist undue influence and subversion. The role is both strategic and operational, with the goal of developing an effective communication organization that is robust in an uncertain environment.

In 2026, you will be responsible for extensive strategic knowledge building within the organization. Moving forward, you will ensure that we have an operational capability to act against information influence.

In the role, you will among other things:

  • Build structure: Establish and further develop processes for systematic environmental monitoring and analysis.
  • Train: Increase the knowledge of management and employees in identifying and handling disinformation and subversion.
  • Analyze the environment: Conduct qualified environmental monitoring and benchmark against other authorities and organizations.
  • Collaborate: Collaborate with internal and external actors.
  • Decision support: Produce strategic material and analyses for management and operations.
  • Crisis communication: Support and coordinate communication in critical situations, often related to influence campaigns.

Your workplace

The Communications Staff, centrally located within the Municipal Executive Office, is undergoing change to better meet the new communication landscape. We are organized into two units led by two unit managers: one for brand and strategy and one for environmental monitoring and editorial. This position is located in the unit for environmental monitoring and editorial, where you will become a key player in developing our ability to proactively protect the municipality's information environment. The Communications Staff currently has 15 employees.

The Communications Staff, led by the Communications Director, leads and coordinates the municipality's brand work, place marketing, and press relations. We are responsible for crisis communication, digital development, and trust-building efforts in complex events. The assignment also includes environmental monitoring and proactive work against disinformation to strengthen the municipality's resilience.

The workplace is located in the City Hall in central Linköping, and we work based on a flexible working approach. Trust-based working hours apply for this position.

You who apply

We are looking for a confident strategist who has a good ability to handle environmental analysis, formulate concrete plans, handle complex information, and make wise decisions under pressure. Very good skills in Swedish, both spoken and written, are required for the position as you will independently produce analyses, materials, and presentations.

To succeed in the role, we see that you can work strategically and have a broad perspective on issues, as well as being able to take initiative, start activities, and achieve results. You need to have an agile approach, where you easily switch between rapid interventions and more long-term assignments. Furthermore, you need to be flexible and easily adapt to changes, as well as work well with complex issues, where you can weigh together information and different types of considerations, and show judgment in action and decision-making.

Since you will collaborate closely with colleagues and other professions within the municipality in this role, you need to enjoy working with other people, listen and communicate constructively, and be skilled at building networks both internally and externally.

Requirements:

  • Education: University degree in political science, media and communication science, intelligence analysis, or another direction that we assess as equivalent.
  • Experience: Several years of experience in strategic and operational work within communication, environmental analysis, preparedness, civil defense, and crisis communication.
  • Politically governed organization: Experience working in politically governed operations and familiarity with producing decision materials for management and operations.
  • Coordination: Experience coordinating efforts internally and externally, for example, with state authorities, expert functions, or municipal operations.
  • Communication skills: Very good ability to translate complex information influence into understandable communication and familiarity with packaging content for different target groups and digital channels.
  • Analysis: Documented insight into the modern communication landscape, including digitalization development and the role of AI in information influence.

Merits:

  • Experience leading large change projects or assignments requiring a high degree of integrity.

Personal competencies:

To succeed, you need to have a strategic perspective and very good judgment, as you will handle sensitive information. You are proactive and driven by building something new from scratch. Your ability to collaborate is crucial because you operate at the intersection of communication, security, and politics. You are flexible and can quickly adapt when the external situation requires it.

The role may include standby service as a communicator in readiness (KiB).
