HR Strategist with Responsibility for Learning and Development

We are now looking for an HR strategist with overall responsibility for learning and development, who through their mission contributes to ensuring that the municipality is prepared for the future.

Skellefteå is in the midst of a societal transformation that places new demands on how we learn, lead, and develop our operations. In this role, you will have the opportunity to make a real difference by creating long-term conditions for learning throughout the organization.

YOUR ROLE

You are the process owner for the municipality's learning and development work and are responsible for developing, managing, and further developing strategies, structures, and methods for learning. The assignment includes lifelong learning as well as shaping and ensuring the implementation of leadership and management development. The work is done in collaboration with other HR strategists, support functions, and the municipality's management.

An important part of the assignment is to link learning to governance, leadership, and organizational culture. You translate external factors such as demographics, digitalization, AI, climate, and economy into methods that work in everyday life. You also drive the development of workplace-based learning, digital and hybrid learning, as well as the municipality's journey towards a more learning organization.

In this role, you provide strategic support in your area to the municipality's management. You work closely with HR functions in the administrations, other HR strategists, trade unions, and external actors. The assignment also includes monitoring the external environment where new perspectives are translated into practical solutions that strengthen the organization's development.

YOUR COMPETENCE AND EXPERIENCE

We are looking for someone with a relevant higher education, for example in HR, pedagogy, behavioral science, or organization and management. This background gives you an understanding of both people's learning and how organizations develop.

You have solid and extensive experience in strategic HR work at a comprehensive level and in driving learning and development work that has made an impact in the organization. The assignment also requires that you have led development or change work in complex contexts, preferably within the public sector.

The role is based on a process-oriented approach where strategic directions need to be understandable and usable for managers and operations. Therefore, you need to be able to express yourself very well in Swedish and be able to explain complex issues clearly and pedagogically.

It is an advantage if you have experience in digital learning, AI support in HR and learning processes, or work in politically governed organizations.

YOUR NEW WORKPLACE

Your workplace is located in the City Hall, right in central Skellefteå, and you will be part of the HR department of the municipal executive office. The department also includes other HR strategists with different focuses who work with municipality-wide HR processes.
