Your new workplace

Sundsvall Municipality faces structural challenges that place increased demands on governance, efficiency, and decisiveness.

The role of the municipal director is changing to strengthen the work as One Sundsvall, with a clearer overall perspective and shared responsibility for the entire municipal group's results and development. A high pace of change is necessary to meet residents' needs and implement political priorities. In addition to culture and working methods, a changed organizational structure is expected to contribute to better coordination between administrations and companies.

We are looking for someone who wants to develop Sundsvall in the role of municipal director.

Your contribution as municipal director

As municipal director, you will lead Sundsvall Municipality's combined civil servant organization and have overall responsibility for operations, finances, and results across the entire municipal group. Your mission is to translate political goals and decisions into action – with clear governance, high implementation capacity, and shared responsibility across administrative and corporate boundaries.

You are responsible for leading and coordinating work within the municipal group and ensuring the implementation of the goals and resource plan's directional goals and the municipal council's prioritized issues. As the head of the administrative directors and the CEO of Stadsbacken AB, you create conditions for strong municipal governance while ensuring clear roles and responsibilities between administrations, companies, and committees.

The assignment requires close cooperation with the municipality's political leadership, committees, committee chairs, and the leading managers of the municipal group. You are responsible for ensuring that the forms for dialogue, division of responsibilities, and interpretation of political decisions are clear and functional. A central part of the role is to drive the development of governance, working methods, and culture in line with the municipality's new organization.

You report to the municipal executive board and its chair.

The new organization, where the role of the municipal director is changing, will take effect on April 1.

Your competence and experience

We are looking for someone with an academic education in areas deemed relevant by the employer. You have several years of experience leading and managing complex organizations and good knowledge of finance and operational management. Furthermore, you have several years of current experience in strategic leadership, which has also involved indirect leadership and management through other managers in multiple layers of a larger complex organization.

It is advantageous to have a good understanding of the municipal mission and the laws and regulations governing operations. Experience leading in a politically governed organization is also beneficial. If you have training in change management, that is also a merit.

You have excellent proficiency in both Swedish and English, both spoken and written. A B driver's license is required for this position.

Your experience in analyzing, developing, and driving strategic issues is very good. You are an experienced leader who thrives in leading change and, with a focus on the task, applies an inclusive, delegating, and developing leadership style that reflects our guiding principles of courage, holistic view, and openness. Your leadership is based on creating conditions for active and engaged employee participation. You are a confident and decisive leader who can prioritize and drive the right issues with integrity and professionalism. Your attentiveness and communication skills foster good collaborations and trusting relationships, where you also have the courage to act as a leader in difficult situations.
