The Property Department is responsible for ensuring that the municipality's properties are safe, functional, and well-maintained.

Unit Manager for Property Management

Are you our new unit manager for the property management unit?

We are in an exciting development phase where, starting from May 1, we will consolidate property, operations, and service functions into a common property department. The aim is to create a more cohesive organization that better meets future demands for maintenance, investments, and long-term management. The new property department consists of four units: property management, projects, property operations, and cleaning.

Job Responsibilities

As the unit manager for property management, you have overall responsibility for the operations. You lead, develop, and follow up on the operations with a focus on functionality, economy, sustainability, and long-term viability.

Your role includes:

  • Responsibility for strategic property management and having a holistic perspective on the municipality's property portfolio
  • Economic, personnel, and work environment responsibility for a group of approximately 10 employees
  • Driving and developing work related to sustainability issues linked to the property area
  • Ensuring long-term maintenance planning and effective economic follow-up
  • Leading the work on contract management and oversight of external suppliers
  • Responsibility for public procurement according to LOU within the property management area
  • Leading employees in daily work and developing processes, working methods, and customer dialogues to create an efficient management operation

Current Focus Areas

In the short term, the focus is on creating structure in the new organization and establishing a well-functioning collaboration with common working methods. This also includes actively contributing to the operational handling of management matters to ensure good support for the operations.

In the long term, the assignment involves building a sustainable property management system with the right competencies and clear processes. The work includes strengthening the use of digital systems support and property systems to further streamline property work.

Qualifications

We are looking for a manager who takes clear overall responsibility for the operations and leads them with stability and security. You drive development in line with the municipality's goals and ensure a clear structure and continuous improvement work. The role requires an analytical and strategic approach as well as the ability to build good relationships and collaborations – both internally and externally.

We place great importance on your personal qualities and are looking for someone who is strategic, clear, and confident in their leadership. You communicate well, collaborate with many different stakeholders, and drive development with commitment and a focus on results.

We are looking for someone who has:

  • A university or college degree deemed relevant for the position.
  • Several years of experience in strategic property management
  • A valid driver's license (B)

It is advantageous if you have:

  • Experience from the public sector, digital property systems, and public procurement according to LOU
  • Knowledge in property economics, rental law, contract negotiation, and experience in budget work

Please attach your CV and cover letter with your application.

Selection and interviews may take place on an ongoing basis, so please apply today!

In the consulting and service administration, we provide support and service to the administrations in our areas of property, operations and service, food, IT, and administrative support services.

In connection with the interview, we will conduct an identity check and verify citizenship. Approved documents are Passport, International ID card, Driver's license + personal certificate from the tax authority, or other ID documents that strengthen citizenship.

We welcome language skills in Finnish and/or any of the Sámi varieties as Örnsköldsvik Municipality is part of both Finnish and Sámi administrative areas.

In our municipality, several positions are classified in security class, so a security check may be conducted. These positions require Swedish citizenship.
