Stenungsund Municipality is an expanding coastal municipality with approximately 28,030 inhabitants, a strong business community, residential areas close to the sea, and good communication opportunities. The municipality has a well-developed cultural and association life as well as good conditions for outdoor activities and recreation. The municipality's vision is to reach 35,000 inhabitants by 2035. Stenungsund Municipality is part of the Gothenburg Region's municipal association, which is a forum for cooperation and exchange of experiences, as well as several other inter-municipal collaborations.

The Procurement Unit, together with the Finance Unit and the Property Unit, is part of the economic function. We who work in the economic function constantly strive to be a team where we complement each other well. We are driven by great commitment, joy in our work, and are not afraid of challenges.

The Procurement Unit supports the operations in procurement and purchasing matters and leads, coordinates, and develops the municipality's procurement and purchasing activities. The unit's mission is to conduct procurements, manage contracts, enable efficient purchases, and assist operations and companies with qualified advice on procurement, purchasing, and contracts. The Procurement Unit, which is common for Stenungsund, Lilla Edet, and Tjörn municipalities as well as companies, is in strong growth, which places demands on our procurement and purchasing organization.

The unit consists of twelve engaged colleagues with broad competence in purchasing, procurement, e-commerce, and contract follow-up. Here, procurement officers, buyers, e-commerce coordinators, and contract controllers collaborate to provide the best possible support to the operations. In addition to procurements for Stenungsund, Tjörn, and Lilla Edet, we also work closely with several of our neighboring municipalities and the city of Gothenburg. We are now looking for two new colleagues, one to replace an existing position and one for expansion.

JOB RESPONSIBILITIES

As a procurement officer with us, you will have a central and strategic role in the municipality's purchasing work and in the development of cooperation between our three municipalities. We work closely with the operations and create value by guiding, challenging, and quality-assuring the entire procurement process, always with a professional and business-oriented perspective.

In the role of procurement officer, you will work independently, with significant personal responsibility and clear influence on the municipality's business. The assignments vary in both scope and complexity and can include everything from market analysis and requirement specification to publication, evaluation, and active contract follow-up. The focus for both roles is on IT procurements, but also handling framework agreements, project-specific procurements, and call-offs through renewed competition.

In addition to driving your own procurements, advising, training initiatives, and other qualified and developing tasks related to purchasing and contract matters are also included.

In short, the positions entail dynamic roles where strategic thinking, business acumen, and independent responsibility are important components.

QUALIFICATIONS

We are looking for individuals with relevant education in public procurement, whether from university or vocational training. You need to have competence in the field, have applied the legislation, and have experience working with good public procurement.

To succeed in the assignment, we see that the following qualities are needed:

• Experience in independently conducting procurements according to LOU
• Professional experience from the purchasing, sales, or logistics industry or another relevant industry for the procurement role
• Good knowledge of the Public Procurement Act and its application
• Strong communication skills, both verbal and written
• Good pedagogical ability and ease in transforming operational needs into clear requirements and sustainable contract terms
• Driver's license (B)

We work service-oriented and closely with our operations, which means that comfort in an advisory role with many contact points is important. We are looking for individuals who combine business acumen and analytical sharpness with creativity and a willingness to develop. High integrity, structured working methods, and attention to detail, as well as confidence in driving the work independently, are also sought-after qualities.

Fluent ability to express oneself in Swedish, both orally and in writing, as well as good computer skills are required. Experience with construction procurements and procurements according to the regulations AB/ABT and ABK is advantageous.

The position is located in Stenungsund, but staffing in Skärhamn and Lilla Edet may occur on certain days of the month. Access to a car is available if needed. Remote work is possible according to the municipality's guidelines and when the operations allow.
