The recent security political developments place the work of the Authority for Civil Defense in a historically important context. The development of Sweden's civil defense and crisis preparedness is advancing at a rapid pace, with the Authority for Civil Defense as the central hub. The Department for Operational Management and Planning plays an important role in this development, and the department's work is strongly characterized by further developing working methods to meet the demands posed by global developments.

The C7 Unit for Training and Learning is responsible for ensuring the authority's operational participation in exercises by leading and planning exercise participation and evaluation. The task also includes securing exercise needs related to the operational management system. Furthermore, the unit is responsible for learning and feedback from major events and exercises, as well as for an operational exercise plan.

Our operations are growing, and we are now looking for several new colleagues who want to help develop the operations with us. The unit has various competence profiles; some are more focused on exercises, others on evaluation and/or experience management. We may all need to work with all tasks within the unit, and we are part of the authority's operational work. With us, you will have the opportunity to prepare others.

Your responsibilities and tasks

As an administrator, you are responsible for driving and developing the authority's operational exercise activities and learning processes. This means representing the authority's operational exercise needs internally and externally within the framework of total defense. The work is carried out in close cooperation with other authorities, organizations, and actors.

The tasks include planning, coordinating, and conducting exercises, as well as leading and ensuring structured follow-up, evaluation, and experience management. The work involves capturing, analyzing, and translating experiences and lessons learned from both exercise activities and real events to develop operational capability and preparedness.

Additionally, it includes coordinating the authority's participation in external exercises within total defense and developing, planning, and conducting our own exercises and games. The role also includes being responsible for driving, developing, and implementing appropriate methods for exercise and learning within the operational activities.

Your knowledge and competencies

We are looking for someone who has:

• Relevant academic education or other education/experience that the employer considers equivalent.
• Knowledge of total defense and crisis preparedness.
• Experience in planning and conducting exercises and/or exercise evaluation or experience management.
• Experience in independently leading projects or development assignments.
• Good ability to express yourself verbally and in writing in Swedish and English.

It is advantageous if you have:

• Several years of experience working in an authority within the preparedness system.
• Experience and/or good knowledge of NATO-related issues.

We are looking for someone who works in a structured way, has a good ability to plan and organize work, and can adapt to changing conditions and circumstances. You collaborate with several different professional roles, internally and externally, and you can adapt your way of conveying messages to different recipients. Verbal communication is an important part of the work, and you are comfortable speaking in front of different groups in both smaller and larger contexts.

About the employment

We offer you a permanent full-time position that begins with a probationary period.

Your place of employment will be Karlstad, and travel is required in the position.

The majority of our positions involve placement in a security classification. Usually, Swedish citizenship is required. When placed in a security classification, a security review with a background check will be conducted before employment according to Chapter 3 of the Security Protection Act. Most employees at the Authority for Civil Defense are assigned to war duties.
