Our client is an authority within the transport sector that works to facilitate the everyday life of residents traveling and commuting in Stockholm city. This is an authority with great commitment and pride in their important societal mission. As a consultant, you will be part of an important journey and together with the authority's employees contribute to a better everyday life for the residents of Stockholm city.

We are looking for an experienced and independent procurement officer for a qualified assignment within the public sector. The role involves driving and being responsible for procurements in several areas, with a focus on service procurements and construction procurements according to AB/ABT.

This is an assignment for you who have very good knowledge of procurement legislation and are confident in leading complex processes from needs analysis to award and contract handover.

As a procurement officer, you are responsible for leading the entire procurement process and ensuring that business arrangements, quality, time, and scope meet set goals. You work independently and in close collaboration with project managers, project groups, and internal clients.

The assignment includes quality assurance of requirements specification and documentation to ensure compliance with procurement legislation, as well as ensuring that procurements are conducted according to internal processes and guidelines.

• Lead and conduct complex procurements according to applicable legislation

• Drive service procurements and construction procurements according to AB/ABT

• Conduct renewed competitive tenders for existing framework agreements

• Prepare tender documents, requirement specifications, administrative regulations, and commercial terms

• Ensure correct application of AMA AF and relevant construction law standard agreements (AB/ABT/ABK)

• Conduct market analysis, risk assessment, and supplier dialogue

• Transform technical and operational needs into clear procurement documents

• Conduct qualification, evaluation, and negotiation

• Prepare decision materials and present to decision-makers

• Coordinate communication with internal and external stakeholders

• Be responsible for record-keeping and closure of procurement

Mandatory requirements:

To be considered for the assignment, you must have:

• At least five years of work experience as a public procurement officer with very good knowledge of procurement legislation

• Experience in conducting at least two procurements in the construction area

• Post-secondary education in purchasing and procurement, law, economics, or other relevant education

Meritorious:

• Experience in conducting at least four procurements in the construction area

• Start: 2026-03-30

• End: 2027-04-02

• Possibility of extension for 6 + 6 months

• Scope: 40 hours per week
