About the Company

Region Stockholm has the overall responsibility to ensure that everyone living in or visiting the region has access to a well-developed, easily accessible, and reliable public transport system. The mission of the Traffic Administration (TF) is to prepare and implement decisions regarding the direction and scope for a long-term sustainable public transport. Additionally, we are responsible for the management and monitoring of traffic operations as well as maintaining the functionality, safety, and value of the infrastructure. Every day, more than 700,000 people travel using public transport, which includes journeys by subway, buses, commuter trains, and local trains.

About the Assignment

The Procurement and Purchasing Section carries out all procurements at the Traffic Administration, in collaboration with other parts of the organization. In each competitive procurement, the section provides procurement officers. The section also has project management resources for procurements of traffic and operational projects where it is deemed necessary to have a project manager present.

The procurements that require consultant support mainly concern service procurements but may also involve some elements of goods procurement. The procurements may also include construction procurements.

TF is part of Region Stockholm and must, in addition to complying with general legislation, also apply specific rules that apply to public procurement. These specific rules are primarily the Public Procurement Act for the supply sectors (LUF). Regarding the Transport Service and Waxholmsbolaget, they must follow the Public Procurement Act (LOU).

The assignment consists of independently being responsible for and driving procurements in various areas, primarily service procurements and procurements according to AB/ABT. To conduct renewed competition for existing framework agreements when applicable.
As a procurement officer at TF, you are responsible for leading the procurement process. You take responsibility for ensuring a favorable business arrangement and that the procurement is designed to meet the established goals regarding time, scope, and quality.

Your assignment includes quality assurance of the requirements to ensure compliance with procurement legislation and that the project follows TF's procurement process and guidelines.
As a procurement officer, you are also responsible for:

  • Leading and conducting complex procurements according to applicable legislation and internal guidelines.
  • Collaborating with project managers, project groups, and other stakeholders in contract and procurement matters.
  • Preparing decision-making documents
  • Transforming technical and operational needs into clear procurement documents.
  • Ensuring correct application of AMA AF and relevant construction law standard agreements (AB/ABT/ABK).
  • Establishing tender documents, requirements specifications, administrative regulations, commercial terms, and contracts.
  • Being responsible for market analysis, risk assessment, and supplier dialogue.
  • Supporting project managers and internal clients throughout the procurement process.
  • Conducting qualification, evaluation, and negotiation with suppliers.
  • Ensuring that the contract is handed over to the recipient according to project order or assignment order,
  • Maintaining coherent communication with suppliers,
  • Coordinating and communicating with both internal and external stakeholders,
  • Documenting and concluding the procurement after awarding

Competence Requirements

  • At least five (5) years of work experience as a public procurement officer with very good knowledge of procurement legislation.
  • Experience in having conducted at least two (2) procurements in the construction area.
  • Post-secondary education in purchasing and procurement, law, economics, or other education relevant to the assignment.

Value-Added Requirements

  • Experience in at least four (4) procurements in the construction area.

Assignment Period: 30/3 2026 - 2/4 2027

Extension Option: 6+6 months
