Job Description

The assignment involves independently managing and conducting procurements in various areas, primarily service procurements in accordance with relevant procurement legislation. The assignment may also include conducting renewed competition within existing framework agreements.

As a procurement officer, you will lead the entire procurement process and be responsible for ensuring a businesslike and legally correct implementation. You will work to ensure that the procurements meet the set goals regarding time, quality, and scope.

Responsibilities

• Lead and conduct complex procurements in accordance with applicable legislation and internal guidelines
• Ensure that requirements and procurement documentation comply with legislation
• Collaborate with project managers, project groups, and other stakeholders on procurement and contract issues
• Prepare decision-making materials
• Translate the organization's and technical needs into clear procurement documents
• Draft requests for proposals, specifications, administrative regulations, commercial terms, and contracts
• Conduct market analyses, risk assessments, and supplier dialogues
• Support internal clients throughout the procurement process
• Conduct qualification, evaluation, and if necessary, negotiations with suppliers
• Be responsible for communication with suppliers
• Ensure proper documentation, record-keeping, and closure of the procurement

Mandatory Requirements

• At least five (5) years of experience as a public procurement officer
• Very good knowledge of procurement legislation
• Experience in conducting at least two (2) IT procurements
• Post-secondary education in purchasing and procurement, law, economics, or other relevant education

Desirable Requirements

• Experience in conducting at least four (4) IT procurements
