Economist Wanted for the Technical and Property Management Department

The Technical and Property Management Department delivers internal services so that our colleagues in other operations can focus on their core activities. We are responsible for the operation and development of public land and issue permits so that the municipal group and businesses can conduct their operations. We also ensure that children, students, and care recipients receive good and nutritious food and that the municipality's premises are well-maintained and suitable for their purpose.

We are now looking for an engaged economist to join our team.
In the team, there are support functions for the Technical and Property Management Department that support and coordinate in:
- Economics
- Committee Administration
- Business Development
- Digitalization
- IT Coordination
- Preparedness
- Information Security
As an economist, you will collaborate with other economists in the team, providing support to the department's three operations: food and cleaning services, property, and technical operations.
JOB RESPONSIBILITIES
In this position, you will focus on the technical operations alongside another economist. The technical operations are responsible for the operation, maintenance, and development of the municipality's public land and infrastructure. This includes everything from road maintenance, parks, green areas, and playgrounds to workshop services, vehicle fleets, and coastal environment projects. The operations also work with new construction, development projects, reinvestments, and the administration of excavation permits and private roads. The overall road maintenance responsibility provides a broad and socially important mission where the technical operations create a safe and sustainable everyday life for residents and visitors.
Even though your base will be in the team, you will work closely with the operations and regularly be out in the field. This means you will gain a good insight into how the operations function and the significance of your work for managers, employees, and ultimately the municipality's residents.
You will closely collaborate with managers, project leaders, other economists, and, when necessary, other functions in the team. Together, you will create a comprehensive support system where financial analyses, understanding of the operations' needs, and development work go hand in hand. This role is for you who enjoys many contacts and building relationships.
As an economist, you will work through the entire economic process. This means you will prepare financial documentation, make forecasts and budgets, and follow up and analyze outcomes. This work includes identifying trends and key figures that provide the operations with better decision-making support and clearer financial management. Through your analyses, you contribute to both short-term and long-term improvements.
An important part of the role is to conduct analyses of resource efficiency and highlight improvement opportunities. You will be active in finding, testing, and implementing methods that strengthen the operations' results and efficiency. You are also expected to be proactive in monitoring external factors and highlighting issues that may affect the operations' finances, contributing to the development of both structures and understanding of economic conditions within the organization.
You are curious, pedagogical, and confident in your skills while being unpretentious and attentive to the operations' daily realities.
QUALIFICATIONS
In the role of economist, we require the following:
- University or college degree with a focus on economics or other education deemed equivalent by the employer.
It is advantageous if you have experience in financial planning, analysis, and modeling, as well as working in a politically governed organization.
We are looking for someone with good pedagogical and communicative abilities who can help others understand economic relationships. You need to be analytical, structured, and familiar with digital tools and financial systems. We also value that you are confident in pressured situations, engaged in your tasks, and have the ability to build trust and drive development together with others.

As a permanent employee of Kalmar Municipality, you will be placed at your workplace during a state of emergency and are expected to contribute with your work during heightened preparedness.
