We are looking for a strategic and action-oriented business developer. The role is placed under the head of the development and innovation department and involves close collaboration with HR to translate political decisions and management goals into sustainable and effective personnel policies.

This is a role for you who thrive in complex governance environments, have strong analytical skills, and are used to driving development from idea to actual business benefits.

Responsibilities

In this role, you will:

• Drive and support business development with a focus on translating political goals into practically implementable HR and business processes.
• Work strategically in close collaboration with HR, staff functions, and management.
• Develop and implement business strategies, process improvements, and governance models.
• Conduct process mapping, analysis, and improvement work to increase quality, efficiency, and sustainability.
• Lead and participate in development and change projects related to innovation, competence supply, and organizational development.
• Prepare decision-making documents, analyses, reports, and presentations for management and steering groups.
• Follow up on decisions, governance, and implementation to ensure actual impact.
• Be a strategic support to the head of staff in both operational and strategic matters.

Qualifications

We are looking for someone who has:

• Relevant university education in organizational, personnel, or business economics.
• Experience in business development, change management, and project management.
• Strong understanding of HR processes, competence supply, and personnel policies.
• Experience working in the public sector or politically governed organizations.
• Ability to analyze complex contexts and translate governance into concrete improvements.
• Excellent ability to build relationships, collaborate cross-functionally, and lead workshops and processes.
• A structured, self-driven, and results-oriented working style.

Desirable experiences:

• Management experience.
• Work with competence supply plans and leadership development.
• Experience in digitizing HR and business processes.
• Preparation of decision-making documents for political leadership.
• Process management, change work, and strategic organizational development.
