The HR department at the Swedish Social Insurance Agency is a central department where all HR resources are gathered. The department is organizationally divided into three operational areas: employer support, manager and employee development, and staffing and recruitment.

Education, Competence Development, Learning
From March 2026, the manager and employee development will be divided into three units. Proposed positions will be placed in the employee development unit, whose mission will be to develop, produce, and implement training and competence development for the employees of the Swedish Social Insurance Agency. The unit also works with the development of workplace learning. Our target groups are both managers and employees across the country. The training is primarily conducted digitally, but physical training may also occur.

Responsibilities and Overall Tasks

  • deliver high-quality competence development initiatives for the entire agency with flexibility and pedagogy as guiding principles
  • ensure high pedagogical quality in the implementation of initiatives
  • develop, produce, and revise various forms of initiatives based on assignments
  • act as support and mentor to new trainers
  • facilitate meetings and workshops on pedagogy, learning, and other topics
  • represent the employer in the implementation of training initiatives
  • monitor the quality of the implementation of training initiatives and keep track of changes and updates
  • be responsible for staying updated in pedagogy and the areas in which you train.

We are looking for someone who

  • has a degree from a university in pedagogy and learning and/or leadership development, or experiences/qualifications that can be deemed equivalent
  • has extensive experience in leading learning processes, implementing, and developing competence development initiatives full-time, preferably remotely in a large agency
  • has experience in introducing and mentoring new employees
  • has knowledge of workplace learning within a large agency
  • is knowledgeable about pedagogical development relevant to the Swedish Social Insurance Agency
  • acts on their own initiative and takes responsibility for results with high quality
  • has a systematic and meticulous working method
  • brings innovative ideas and solutions that promote development
  • has good communication skills
  • can understand and analyze complex issues
  • has good pedagogical skills
  • collaborates effectively with others to achieve common goals
  • has the ability to create contacts and build trust both remotely and in meetings.

It is meritorious if you

  • have knowledge of and several years of experience in training in any of the following areas: administrative law, human rights, the state value base, combating men's violence against women, and conversation and reception
  • have solid experience in project management from implementation to development and production of competence development initiatives
  • have experience in analyzing and developing competence development initiatives based on the needs of the target group
  • have experience in developing pedagogical designs for blended learning
  • have good knowledge of how digital pedagogy can be developed and implemented in a large organization
  • have knowledge and experience of LMS
  • are or have been employed at the Swedish Social Insurance Agency.

7 positions, permanent, full-time, with start date by agreement. A probationary period may be applicable.
