Department Head for the Department of Agreements and Negotiations

Workplace Description
The HR section's mission is to actively drive and support the development of the university as an attractive employer and a sustainable workplace.
By providing qualified and operationally anchored HR support, we contribute to developing leadership, employee engagement, and working conditions throughout the organization.
The HR section has about 45 employees and is organized into four departments, and we are now looking for a department head and chief negotiator for the Department of Agreements and Negotiations.
The department's mission is to support the university and university management in employer policy decisions and create sustainable structures, processes, and governing documents within wage formation, working hours, employment, transition, as well as individual and collective labor law. Employees guide, educate, and implement initiatives within the department's area of expertise based on applicable regulations.

Job Responsibilities and Areas of Responsibility
The department head's mission is to drive, manage, and develop employer policy in collaboration with immediate colleagues and other colleagues within the section based on a business-driven HR and delegated mandate and area of responsibility via the HR director. The department head is responsible for coordinating and leading the agreements and negotiations work within Lund University's operations by:
- developing and implementing strategies that support the university's employer policy and the overall goals and needs of the operations
- leading and conducting salary and collective agreement negotiations as well as labor law negotiations.
- supporting the organization's compliance with applicable laws, agreements, and internal governing documents.
- following up, evaluating, and implementing processes within agreements and negotiations to continuously improve and refine our methods and ensure our agreements are followed according to the parties' shared intentions
- communicating agreement interpretations and other new information clearly and pedagogically
- creating and maintaining good relationships with our employee organizations
- actively monitoring developments and changes in the field to develop employer policy based on the needs of the operations
- coordinating Lund University's negotiation delegation and leading the agreement and employment process group
The department head has full managerial responsibility, including responsibility for five employees as well as for work environment, finances, and operations. The role reports to the section head.
The department head drives and manages based on set goals and contributes to promoting collaboration and cooperation internally within the section and the university as well as with other universities and the employer authority. The assignment includes participation in the section's management group, the university's HR management group, and the employer authority's negotiation chief network.
Qualifications
Requirements for employment are:
For this position, we are looking for a person with broad and documented experience and competence in the field of agreements and negotiations acquired within the public sector. You should have extensive experience with collective agreements, agreement management, negotiations, and employment issues from the university and higher education sector. You are a good leader with the ability to create both clarity and engagement.
Additionally, you have:
- relevant academic education with a focus on labor law
- leadership experience - and some managerial experience within the HR field
- very good communication skills in speech and writing
- very good ability to prioritize and act professionally in decisions, processes, and negotiations
- good pedagogical ability to explain, clarify, and anchor
Meritorious for Employment:
- familiarity with new digital tools
- experience with union relations
Furthermore, it is important that you are confident in your role, have high integrity, and are comfortable leading. You work in a structured and analytical manner, have a good ability to prioritize, and maintain a clear overall perspective. Moreover, you possess the ability to balance laws and agreements in relation to the needs of the operations.

The employment is permanent with a scope of 100% with a start date of April 1, 2026, or by agreement.
