Unit Manager for the Recruitment Unit within the HR Department

The Labor Market and Social Administration is looking for a unit manager for the recruitment unit within the HR department. This position is suitable for you who want to combine leadership with strategic and operational HR work in a larger organization.

Responsibilities

The recruitment unit is responsible for ensuring that the recruitment work within the Labor Market and Social Administration is conducted in accordance with the HR department's mission, applicable procedures, and the City of Malmö's recruitment process for management and employee recruitment.

Your responsibilities include:

  • Leading and developing the work of the recruitment unit
  • Ensuring quality, legality, and equity in the recruitment processes
  • Monitoring and implementing developments in the recruitment area based on the administration's needs
  • Communicating relevant developments to the HR management team and the unit's employees
  • Supporting colleagues in operational work as needed

As a unit manager, you are responsible for operations, finance, and personnel in accordance with the administration's job description for managers and lead according to the administration's leadership behaviors: collaboration, engagement, creativity, and respect. The assignment is carried out in close cooperation with other unit managers and functions within the HR department and the administrative staff.

The recruitment unit consists of 5 employees. You will be part of the HR department's management team and contribute to the department's joint development and improvement work. The assignment also includes staff and department-wide tasks.

In addition to the management role, the assignment may also include other tasks as an HR consultant within the HR department. The assignments vary based on the needs of the organization and may include HR development work as well as special assignments within the HR department's area of responsibility. This may, for example, involve responsibility for the department's focus area on AI for HR and HR support in restructuring projects within the organization.

Qualifications

We are looking for someone with an HR education of at least 180 higher education credits (bachelor's degree) or other education that the employer deems equivalent. You have experience working as a manager and experience working in an HR department within the public sector. Furthermore, you have several years of experience working with competency-based recruitment of both managers and employees, as well as experience in strategic recruitment work. Additionally, you have very good knowledge of the Swedish language.

It is meritorious if you have completed leadership training and/or project management training. Experience working in project form with clear timelines and deliverables, as well as experience in developing procedures, guidelines, and other strategic documents, is also considered meritorious. Experience in developing HR work methods via AI and experience from the public sector, such as municipalities or authorities working in the field of labor market and social services, is also meritorious.

As a person, you have a secure leadership style that motivates, coordinates, and creates engagement and participation. You have a broad perspective and consider both the whole and long-term in decisions and actions. You work independently, take responsibility for your assignments, and drive processes forward in a structured manner. You have personal maturity, are stable, and have good self-awareness. You distinguish between the professional and the personal and adapt your approach according to the situation. You are flexible and easily adapt to changing conditions while seeing opportunities in change. You have good collaboration skills, are attentive in your communication, and contribute to constructive solutions together with others.

About the Workplace

The HR department of the Labor Market and Social Administration consists of about 30 employees who provide qualified HR support to the managers in the administration. We work to ensure a sustainable working life and a safe and secure workplace.

Initial interviews are scheduled to be held on 11/2 and 13/2. Second interviews will be conducted on 19-20/2, where the head of the administration will also participate. All first, second, and union interviews will be held at Kungsgatan 13.
