Department Head for Urban Planning and Sustainability

Do you want to help shape the next chapter for Malmö? The Urban Planning Office is now looking for a department head for the Urban Planning and Sustainability department.

Responsibilities

In this role, you will be a key person for Malmö's continued development. Your task is to lead and develop a dynamic and creative operation with both employees and Malmö residents and the surrounding world in focus.

You will lead, support, and develop both managers and employees within the urban planning process. This includes, among other things:

  • Comprehensive planning
  • Strategic assignments
  • Urban development processes
  • Development assignments
  • Planning programs and detailed plans

Sustainability and long-term quality are key issues in all of Malmö's urban development projects, thus a necessary perspective in your work.

You will work closely with the director of urban planning, who will also be your immediate supervisor. You will have a designated place in the management team of the Urban Planning Office, where you will collectively drive the administration's overall strategic issues.

Your own department management consists of you and your five unit managers as well as support functions. You are responsible for the department's personnel, economy, and operations. You value the leadership assignment highly and work together with the unit managers to create the best possible work environment. You are expected to actively work to create a good organizational culture and effective working methods.

The future of Malmö is developed in collaboration with others. Therefore, the management assignment includes further developing processes, working methods, and forms of collaboration both internally within the city and with external actors.

Qualifications

We are looking for a clear and engaged leader who sees the needs of the operation from a long-term perspective. You are strategic, action-oriented, have good decision-making ability, and can convey a clear direction. Furthermore, you possess the ability to prioritize and produce strategic decision-making materials. As a leader, you make balanced trade-offs between operational goals, economy, and work environment. In doing so, you create conditions for sustainable results over time.

You show trust in your employees and can work through your managers. There are many issues within your area of responsibility, which makes delegation crucial for success. With a coaching approach, you develop your managers through learning and follow-up. Your leadership is based on trust and development.

To be considered for the position, the following is required:

  • A degree equivalent to 180 credits/bachelor's level in urban planning, urban development, architecture, cultural geography, political science, or other education deemed equivalent by the employer.
  • Several years of experience as a manager with full operational, personnel, and budget responsibility.
  • Several years of experience leading other managers.
  • Extensive experience in governance and management and how this is implemented in practice.
  • Good experience working with financial frameworks: budget, forecasts, and follow-up.
  • Experience in the community building process.
  • Good ability to express oneself in Swedish in speech and writing.

Meritorious for the position is:

  • Experience working in a politically governed organization
  • Experience leading in complexity and change.
  • Experience in internal cultural work.
  • Good knowledge of PBL.

About the workplace

At Urban Planning and Sustainability, about 70 employees are distributed across five units. The department works with comprehensive plans, planning programs, and detailed plans, as well as thematic development issues such as housing supply programs, climate-neutral construction, and nature conservation issues.

The Urban Planning Office is an authority for planning, building, and land surveying issues. The administration works with strategic planning, detailed planning, property formation, building permits, measurement, and mapping. The Urban Planning Office works for the residents of Malmö, the various actors in the construction market, and others active in Malmö. Together with other administrations, our 230 employees create conditions for a city that is sustainable and attractive to live and work in.
