Project Manager for Facility Objects
The Total Defence Research Institute (FOI) is a government agency conducting world-leading research in defense and security to support Sweden's military and civil defense. The research spans several areas, such as underwater, cyber defense, space, electronic warfare, sensor systems, civil defense, CBRNe (chemical, biological, radiological, nuclear, and explosive materials), military platforms including weapons and protection, as well as security policy analysis. FOI's research plays a key role in building Sweden's defense capability.
About the Position
As a project manager for facility objects in Grindsjön, you will have overall responsibility for the department's physical facilities and research infrastructure, including certain software licenses. The role is central to the operation and involves being a unifying and coordinating function for the facilities that are crucial for the core activities' implementation.
In close collaboration with responsible managers, researchers, and other key personnel within the experimental operations, you will be responsible for developing, furthering, and following up on the department's long-term development plan for facilities and research infrastructure. Together with the department management, you will prioritize efforts based on available resources, planned maintenance, and the needs of the operation.
The facilities are operated in project form, which means that the role places high demands on documented project management competence. You will also be involved in procurement, investments, and follow-up.
Your Responsibilities Include:
- Leading and coordinating projects related to facilities and research infrastructure
- Responsible for procurement, purchasing, and investments
- Ensuring a cohesive strategic planning for experimental facility projects
- Collaborating with the department's managers, controllers, economists, researchers, purchasing function, as well as property section and external parties such as property owners
- Following up on project and investment budgets and contributing to financial management
- Handling and driving matters that lead to changes in the operation
- Supporting managers and employees in modifying/building a facility, acquiring new equipment, or changing the use of a facility.
- Ensuring that workplace safety requirements and relevant regulations are adhered to
About the Unit
The Department of Weapons, Protection, and Security (VSS) at Grindsjön conducts advanced research, development, and testing activities in weapons, protection, and security. Our unique experimental facilities enable both standardized tests and large-scale shooting and explosion trials. Through experiments and modern computational methods, we produce technical decision support to assess vulnerability, weapon, and protection technologies. We also have expertise in the development, classification, testing, and chemical analysis of explosives and propellants, including rocket motor testing and aging studies.
The picturesque Grindsjön is located in Södertörn, about 40 km south of Stockholm. There are SL bus connections with Tumba, Västerhaninge, and Ösmo/Nynäshamn. You will be part of the VSS-Operational Support unit, which belongs to the Department of Weapons, Protection, and Security.
Do You Have the Competence Profile We Need?
Requirements
We are looking for someone who has:
- A university degree in a relevant field for the position
- Formal project management training or certification
- Training or courses in workplace safety, security, or regulated operations
- Experience in experimental laboratory work within research and development (R&D)
- Documented experience as a project manager of complex projects
- Good Swedish and English in both spoken and written form
The role requires a structured and solution-oriented approach as well as the ability to maintain a holistic perspective in complex contexts. You are confident in your professional role, work efficiently, and have excellent collaborative and communicative skills. You can manage several parallel assignments and serve as a qualified support in both operational and strategic matters. Personal qualities are highly valued.
Meritorious
It is also desirable that you have:
- Knowledge in the area of weapons, protection, and security
- Understanding of government procurement processes
- Experience with the financial system Agresso or equivalent within a government agency
- Experience in budget work and follow-up of project and investment budgets
- Experience in construction and facility projects
- Experience working in process-driven operations
- Documented experience of managing several parallel projects of varying scope
- Documented experience in project management with both external and internal partners
