JOB DESCRIPTION

Klippan municipality is now seeking an emergency coordinator and process leader for the Social Administration with a primary focus on emergency-secure processes within health care and municipal primary care.

The work with crisis and preparedness within the Social Administration has been ongoing since 2024, and several important parts are already in place, such as work with continuity plans and crisis management structure. Your role will be to take over, further develop, and manage this work, with a particular focus on planning, preparation, and implementation of emergency-secure processes within municipal primary care. This is due to the new amendments to the HSL that came into effect on January 1, 2026, regarding municipalities and regions' obligations for health care during crises, heightened preparedness, and war.

In this role, you have a central function in coordinating, developing, and managing the Social Administration's work with crisis preparedness and robustness. You work both strategically and operationally to ensure that essential services can be maintained during crises, extraordinary events, and heightened preparedness.

Your tasks include coordinating and managing the Social Administration's work with continuity plans, disaster plans, emergency stockpiles, and maintenance plans. You ensure that the administration's health care meets applicable legal requirements during crises, heightened preparedness, and war, as well as developing and managing relevant governing documents, routines, and processes within the emergency area. The role also includes planning, implementing, and following up on training and exercises, acting and following up during real events, and monitoring developments in crisis preparedness and civil defense.

The tasks also involve collaborating, maintaining, and developing the municipality's emergency work within health care and social services, based on the structures and development needs that remain after the KHOSS assignment, as well as providing support to management and operations in emergency issues.

You work closely with the Social Administration's operations, supported by municipality-wide functions within crisis preparedness, security, and civil defense.

Throughout 2026, there will be a hired consultant linked to the operations who has led the work so far, which gives you the opportunity for handover and continuous support. Based on the employer's assessment, there is also the possibility of further competence-enhancing measures within emergency planning and crisis management during working hours.

QUALIFICATIONS

Requirements:

  • Licensed nurse
  • Very good knowledge of health care processes, both regionally and municipally, as well as the transitions between them.

Meritorious:

  • Several years of experience in health care work within a region and/or municipality
  • Experience from emergency care
  • Education in or experience of crisis management and emergency planning
  • Experience in independently driving development work and processes

Personal qualities:

  • You are structured, analytical, and have a good ability to work both strategically and operationally.
  • You have the ability to independently plan, drive, and follow up on work within your area of responsibility.
  • You take initiative, find it easy to collaborate, and create trust in the organization.
  • You can translate legal requirements, analyses, and identified needs into concrete actions and functioning methods in the organization.
