IT Security Manager – Build a Safe Digital Future for the City of Helsingborg

As the IT Security Manager in the City of Helsingborg, you will play a key role in driving the work towards a safer, smarter, and more resilient digital society.

About the Workplace

The Technical & Design unit is part of the Digitalization Department, which has about 90 employees who ensure stable, secure, and cost-effective digitalization for the city's 11,000 users. We are responsible for everything from infrastructure to client platforms and cloud solutions. As the IT Security Manager, you will report directly to the unit manager and become a strategic part of Helsingborg's digital development. Our workplace is located in central Helsingborg.

Your Mission

You will lead and coordinate the city's IT security efforts with a focus on the whole, risk management, and governance. Your role includes, among other things:

• Assessing vulnerabilities from different perspectives: operational reliability, intrusion risks, denial-of-service attacks, and more thematic overarching control over user patterns.
• Planning IT security, such as network security, malware, encryption, backups, physical security, information classification, crisis and continuity management in the organization.
• Communicating policies, guidelines, and training to the organization to maintain a high level of security awareness, as well as developing these with the help of the CISO.
• Setting requirements and being a sounding board in procurements, new solutions/systems/innovations, as well as analyzing various organizations' IT security work, e.g. a school, a nursing home, or a museum, etc.
• Having close collaboration with external organizations such as other municipalities, companies, and organizations in the region, authorities, and interest groups within IT security.
• Identifying vulnerabilities before they can harm the organization, residents, and our reputation.
• Cooperating with central functions in the municipality, e.g. safety and security, quality, legal, communication, and personnel/HR.
• Contributing to the department's ongoing operational plans and roadmaps.
• Supporting the department with reviews of physical security.
• Supporting the organization's information and security protection work.
• Providing governance, prioritization support, and assisting team leaders and teams through constructive feedback, risk assessments, and quality reviews.

Qualifications

• Have a university or college degree in the field and/or relevant work experience.
• Have previously worked as an IT Security Manager and/or relevant experience that is applicable.
• Work experience in threat and vulnerability analysis and remediation management in complex IT landscapes.
• Very good Swedish in speech and writing, and you communicate well in English as well.
• Good knowledge of ISO 27001, NIST CSF2, and CIS controls.

Meritorious

• Certifications such as CISSP or CISM.
• Experience with NIS2.
• Experience in requirement specification for e.g. procurement.

The position is classified in a security class, and a security review with a background check according to the Security Protection Act will be conducted before a hiring decision is made. We have high demands for security and confidentiality awareness.
