Procurement Unit

The procurement unit currently consists of four people and is a unit within the finance department of the municipal management administration. We are an engaged, social, and driven team that enjoys our work and collaborates on interesting assignments in an exciting environment amidst an ongoing societal transformation. The procurement unit coordinates and conducts goods, service, and construction procurements for the municipality's operations, often in collaboration with the rest of the municipal group.

In the unit, we collectively take responsibility for the operations and show trust in each other. Together, we have good conditions to succeed with our mission and our development.

JOB RESPONSIBILITIES

As a procurement officer, you will coordinate and plan work for organization-wide and group-wide procurements as well as specific procurements for operations as needed. The work includes continuous updates on current legislation. The procurement officer should be a resource and support for administrations and companies, as well as responsible for information and training efforts for designated authorized buyers, procurement coordinators, and reference persons.

Your tasks will include:

  • Independently plan, lead projects, and conduct procurements
  • Create agreements, framework agreements, and contracts
  • Follow up on entered agreements
  • Assist administrations and companies with legal support related to procurement
  • Participate in developing and streamlining the municipality's procurement operations

Together with your colleagues, you will be highly involved in our ongoing development work, which includes developing and implementing a municipality-wide procurement organization and introducing e-commerce in the Kiruna municipal group.

QUALIFICATIONS

We are looking for someone with post-secondary education in e.g., economics, law, or IT/technology, or a vocational training in procurement and purchasing. You may also have acquired necessary knowledge through relevant work experience that the employer assesses as equivalent and suitable for the role.

You must have a very good command of the Swedish language, both spoken and written, as the work involves many internal and external contacts and the responsibility for creating and producing high-quality reports and decision-making materials. For the position, it is required that you are well-versed in the various parts of the Office suite and have very good knowledge of Excel.

It is advantageous if you have good knowledge of LOU and other relevant laws and regulations. We would also like you to have experience in contract and supplier follow-up and be accustomed to working with support systems for procurement, finance, and the Office suite. If you have previously worked with procurement within a politically governed organization, we also consider that an advantage.

As a person, you have a trustworthy demeanor and the ability to create good, long-term relationships. You are analytical and capable of working independently, as analysis, review, and follow-up are common aspects of the work. The job involves many contact points where you collaborate with both internal and external parties, which means you should also have good collaborative skills. You are communicative and can express yourself pedagogically and well in both speech and writing.
